ملخص المقالة :
زمینه و هدف: حیات و بقاء هر سازمان تا حد زیادی به صلاحیت حرفهای کارکنان آن سازمان بستگی دارد. از اینرو، هدف این پژوهش طراحی مدل صلاحیت حرفهای کارکنان سازمان تامین اجتماعی شهر شیراز بود.
روش: روش پژوهش به صورت کیفی با استفاده از تکنیک تحلیل مضمون بوده و نمونهگیری به شیوه اشباع نظری انجام شد که در نتیجه آن، نمونه آماری پژوهش از 16 نفر از مدیران سازمان تامین اجتماعی شهر شیراز تشکیل شد. جهت جمعآوري دادهها از چکلیستی استفاده شد که در نتیجه بررسی 128 مقاله منتشرشده 5 سال اخیر در پایگاههای معتبر داخل کشور تهیه شد. کلید واژههای انتخاب شده برای جستجوی مقالات، 4 کلید واژه صلاحیت، حرفهای، سازمان و تامین اجتماعی بود و روش تحلیل دادهها، براساس تحلیل مضمون با تکیه بر شبکه مضامین بود.
یافتهها: یافتهها نشان داد مدل صلاحیت حرفهای براساس نظر خبرگان و تکنیک شبکه مضامین، دارای 11 مضمون سازماندهنده بوده که در دو مضمون فراگیر اثرگذار (6 مضمون) و اثرپذیر (5 مضمون) قرار گرفتند. 5 مضمون سازماندهنده روانشناختی، اجتماعی، سازمانی، فردی، اقتصادی-سیاسی و آموزشی با پوشش 125 مضمون پایه نقشی تعیینکننده در صلاحیت حرفهای کارکنان داشته که به نوبه خود عوامل روانشناختی، اجتماعی، سازمانی، فردی و اقتصادی-سیاسی درون سازمان را با پوشش 74 مضمون پایه، تحت تاثیر قرار میدهند.
نتیجهگیری: براساس یافتهها، در هر دو مضمون فراگیر، مضمون سازماندهنده عوامل سازمانی، فردی و روانشناختی براساس تعداد مضامین پایه شناسایی شده به ترتیب، اولویت اول تا سوم را به خود اختصاص دادند. مدل طراحی شده در این پژوهش میتواند زیربنای ساخت ابزاری به منظور اندازهگیری صلاحیت حرفهای کارکنان سازمان تامین اجتماعی قرار گیرد.
