شناسایی و تحلیل بازیگران کلیدی و مؤثر بر رقابت‌پذیری منطقه‌ای در ایران

چکیده: با رشد جهانی‌شدن و تغییرات سریع در فضای جهانی، موضوع رقابت‌پذیری منطقه‌ای از اهمیت فزاینده‌ای برای شتاب بخشیدن به توسعه منطقه‌ای برخوردار شده است. رقابت‌پذیری منطقه‌ای در ایران، آن‌چنان‌که باید به آن پرداخته نشده است و بسیاری از مناطق با توسعه ناموزون رشد کرده‌اند و مناطقی را که می‌توان به خاطر فعالیت‌های کارکردی توسعه داد، به دلیل مسائلی از قبیل سیاسی، عدم توجه برنامه‌ریزی منطقه‌ای، عدم آینده‌نگاری و آینده‌پژوهی و دیگر مسائل به فعالیت‌های نامربوط در آن پرداخته‌شده است که باعث هدر رفتن توان اقتصادی مناطق شده و آن‌ها را از صحنه رقابتی دور می‌سازد. درواقع با توجه به اهمیت روزافزون رقابت‌پذیری منطقه‌ای در توسعه منطقه و همچنین اهمیت بحث رقابت‌پذیری به‌عنوان ابزاری در جهت رشد و ارتقای بخش‌های مختلف اقتصادی و رفاه اجتماعی، شناسایی بازیگرانی که زمینه‌ساز رقابتی شدن جوامع و مناطق است ضروری می‌باشد، در همین راستا، هدف از پژوهش حاضر بررسی و تحلیل بازیگران کلیدی مؤثر بر رقابت‌پذیری منطقه‌ای در ایران است. پژوهش از نظر هدف، کاربردی و نوع روش پژوهش توصیفی- تحلیلی است. روش گردآوری داده ها و اطلاعات به صورت کتابخانه ای، اسنادی و پیمایشی (مصاحبه) است. و از ابزار مکتور برای سنجش مواضع و قدرت بازیگران بهره گرفته‌شده است. نتایج پژوهش نشان داد مجلس شورای اسلامی و وزارت راه و شهرسازی اثرگذارترین بازیگر (میزان رقابت‌پذیری = 2.12) و درواقع بازیگران مسلط محسوب می‌شوند. همچنین دانشگاه‌ها و مراکز پژوهشی در بهبود رقابت‌پذیری منطقه‌ای قدرت نفوذ پایینی (میزان رقابت‌پذیری= 0.02) داشته‌اند. در انتهای پژوهش نیز راهکارهای مؤثر بر تقویت رقابت‌پذیری منطقه‌ای در ایران ارائه‌شده است.
