چکیده مقاله :
این پژوهش که با هدف «ارائه مدل منتورینگ سازمانی با رویکرد مدیریت استعداد در وزارت آموزش و پرورش» انجام گرفته است؛ از نوع اکتشافی است که از نظر هدف توسعهای و کاربردی به شمار میآید. از لحاظ گردآوری دادهها، از نوع آمیخته (کیفی و کمی) است و از نظر نحوه گردآوری دادهها، از نوع توصیفی - پیمایشی میباشد. جامعه آماری این پژوهش در بخش کیفی شامل کلیه خبرگان متخصص در رشته مدیریت دولتی و امور اداری و مدیران ارشد و منابع انسانی در وزارت آموزش و پرورش می باشند که تعداد 20 نفر از آنها به شیوه نمونهگیری قضاوتی و هدفمند انتخاب شدهاند. در بخش کمّی، کارشناسان شاغل وزارت آموزش و پرورش میباشند که با استفاده از فرمول کوکران تعداد 384 نفر به روش تصادفی طبقهای متناسب با حجم به عنوان نمونه آماری انتخاب شدهاند. ابزار اندازهگیری تحقیق در بخش کیفی، مصاحبه نیمه ساختار یافته و در بخش کمّی پرسشنامه استاندارد بود که برای اندازهگیری روایی پرسشنامهها از روش صوری و محتوایی و برای تعیین پایایی آن آلفای کرونباخ محاسبه گردید که مقدار آن برابر ۹۷۴/۰ برآورد گردید. تجزیه و تحلیل دادهها در بخش کیفی با روش پدیدار شناسی و در بخش کمّی با استفاده از نرم افزارهای SPSS26 و SMART PLS4 انجام شد. نتایج پژوهش در بخش کیفی به یک مدل ساختاری منتج شد. نتایج در بخش کمّی نیز نشان داد که در اداره آموزش و پرورش فرهنگ سازمانی در رابطه بین حمایت مدیران، راهبرد سازمان، مدیریت تعارض استعدادها، جانشین پروری با عوامل فردی مدیریت استعداد (بهرهوري فردي، رضایت فردی، تعهد عاطفی و تعالی فردي) و عوامل سازمانی مدیریت استعداد (چابکی نیروي انسانی، عدالت ادراك شده، کسب مزیت رقابتی، تعالی سازمانی، رضایت ذينفعان، بهرهوري سازمانی) نقش میانجی دارد.
This research, which was conducted to provide an organizational mentoring model with a talent management approach in the Ministry of Education and Culture, is an exploratory type considered developmental and practical in terms of its purpose. In terms of data collection, it is of mixed type (qualitative and quantitative); in terms of data collection, it is descriptive-survey type. The statistical population of this research in the qualitative part includes all experts in the field of public administration and administrative affairs and senior managers and human resources in the Ministry of Education, 20 of whom were selected by judgmental and purposeful sampling. In the quantitative part, experts working in the Ministry of Education, have been selected as a statistical sample using Cochran's formula, using stratified random method according to the volume. The measuring tool of the research in the qualitative part was a semi-structured interview and in the quantitative part, it was a standard questionnaire, which was used to measure the validity of the questionnaires using the form and content method and to determine its reliability, Cronbach's alpha was calculated, and its value was estimated to be 0.974. Data analysis was done in the qualitative part by phenomenological method and in the quantitative part by using SPSS26 and SMART PLS4 software. The research results in the qualitative part led to a structural model. The results in the quantitative part also showed that in the education department, organizational culture plays a mediating role in the relationship between managers' support, organization strategy, talent conflict management, succession planning with individual factors of talent management, and organizational factors of talent management.
