The aim of this research is to present a justice-centered model of urban services based on new smart technologies to achieve proportionality, alignment, and integration of urban services in Iranian metropolises. For this purpose, in the present study, which has an applied orientation, descriptive-survey strategy, and inductive approach, extensive studies were first conducted in library and document sources, relying on qualitative methods of content analysis and meta-synthesis, and the concepts, dimensions, indicators, and initial components were identified, and the most important of them were extracted and counted through in-depth and specialized examination. After screening and applying the opinions of experts based on the Delphi method questionnaire, finally 4 concepts were counted and categorized into 9 dimensions, 35 components, and 68 indicators. In the next step, using the quantitative research method of interpretive structural modeling (IEM), the relationship and mutual influence of the identified factors were obtained and the desired model was designed. In the last stage, the design model and the validity and reliability of the model were tested and confirmed using the structural equation modeling (SEM) method and factor analysis and computer software. The research findings showed that smart new technologies are a fundamental justice-oriented strategy for adapting, aligning, and integrating urban services in Iranian metropolises, which, by creating a virtual platform and using modern technologies in urban services, leads to equality, diversity, distributive justice, justice of supply, justice of access, and justice of allocation in the urban service system of metropolitan cities; therefore, it is necessary to fundamentally revise the urban service system using the approach of modern urban technologies.
