چکیده مقاله :
هدف: با توجه به اینکه مشکل عمومی که فاصله وضع موجود و وضع مطلوب می باشد، دائماً در حال افزایش است و نهادهای تصمیم گیر جهت رفع آن مسئله پس از طی یک فرآیند که منجر به ارائه و تدوین یک خط مشی عمومی خواهد شد. در اکثر مواقع دیده می شود که این موانع با وضع یک خط مشی نامطلوب به سرانجام مثبتی نمی رسد ؛ در نتیجه در صدد این هستیم که با شناسایی ابعاد و شاخصهای مشارکت مطلوب شهروندان بتوان خط مشی های مطلوب و با بازدهی بالا ارائه گردد.
روش: برحسب هدف، کاربردی؛ برحسب نوع داده، کیفی می باشد. در بخش کیفی به وسیله مصاحبه نیمه ساختاریافته با تعدادی از نخبگان انجام و خواسته شده تا ابعاد و شاخصهای مطلوب مشارکت شهروندان در فرآیند خط مشی گذاری عمومی که قابلیت اثرگذاری بر جامعه و شهروندان دارند را تشریح کنند.
یافته ها:برای انجام یافته های کیفی و برای پاسخ دادن به پرسشهای پژوهش مصاحبه نیمه ساختاریافته با نخبگان دانشگاهی و توسط کارشناسان خبره هستند بررسی ها صورت گرفت و نهایتاً ابعاد و شاخصهای مطلوب شناسایی شدند .
نتیجه گیری:مشارکت شهروندان می تواند در فرآیند خط مشی گذاری عمومی تاثیر مثبت و معناداری داشته باشد .و پس از شناسایی ابعاد و شاخصهای مشارکت شهروندان می تواند منجر به خط مشی های مطلوب تر گردد.
Purpose: Considering that the public problem, which is the gap between the current situation and the desired situation, is constantly increasing, and the decision-making bodies to solve that problem after going through a process that will lead to the presentation and formulation of a public policy. it can be seen that these obstacles do not reach a positive end by establishing an unfavorable policy; As a result, we are aiming to provide desirable policies with high efficiency by identifying the dimensions and indicators of desirable participation of citizens.
Method: according to the purpose, applied; According to the type of data, it is qualitative. In the qualitative part, a semi-structured interview was conducted with a number of elites and they were asked to explain the dimensions and desirable indicators of citizens' participation in the public policy-making process that have the ability to influence citizens.
Findings: In order to make qualitative findings and to answer the research questions, semi-structured interviews were conducted with academic elites and by expert experts, and finally the desired dimensions were identified
Conclusion: Citizens' participation can have a positive and significant impact in the process of public policy , and after identifying the dimensions of citizens' participation, it can lead to more favorable policies
