        By developing the new services such as VoIP and Videoconference, using a mechanism is needed to support the quality of service of the application programs. Different models have been presented to guarantee the quality of service. Among these, the differentiated services can be mentioned which was presented by IETF. In the architecture of the differentiated services, no admission control mechanism is considered. To guarantee the quality of service, the differentiated services network should support the admission control mechanism. In order to have the best result of the admission control mechanism, the parameters of the network should be considered to decrease the rate of loss and delay as well as the increase of the network utilization. Therefore, due to the spontaneous evaluation of the efficiency of the different inputs and finding the best set of inputs which produce the best outputs, the Data Envelopment Analysis (DEA) is used. Data Envelopment Analysis is one of the scientific approaches which computes the efficiency using the strong mathematical basis. In this paper, first the parameter based admission control mechanism is added to the edge routers of the differentiated services network and implemented by NS-2 simulator.         One of the problems with using the DEA is the lack of resolution for decision makers. The performance limit obtained by the DEA is also sensitive to statistical perturbations and outliers caused by measurement error or any other external factor, causing the efficiency limit to be shifted and diverting the DEA analysis path. The DEA can also hardly predict the performance of decision-making units in the future. Therefore, artificial neural networks are a good tool to use in such issues because the nature of ANN performance is due to its learning power and generalizability in a way that is more resistant to outliers and perturbations resulting from inaccurate data measurement and can As a useful tool for managers to predict and observe the behavior of their system in the organization in the future. Also, in order to implement the theoretical findings from practical research, 27 district units of Fars Regional Water Company to increase the volume Groundwater was evaluated. Initially, the input-driven CCR model and the Anderson-Peterson (AP) method were used to rank the units in the DEA model, and then the ANN approach was used to evaluate the performance of the units using the hybrid models (DEA - Neuro).         It is of special importance to calculate and recognize the quantity of congestion, as one of the major sources of inefficiency in different areas, and attempt to resolve it in order for reducing the costs and increasing the output. To date, various methods have been proposed for the calculation of congestion in classic data envelopment analysis (DEA) with precise input and output values while, in the real world, the input and output values are imprecise in most of the cases. The present paper proposes a new model for calculating the congestion interval for interval data in such cases that the interval inputs are not constrained to the selection of dominant projection points and, thereby, more outputs can be generated for the projection points. The proposed method is used for assessing the inefficiency and finding the values of congestion in the inputs of 20 bank branches. Manuscript profile

        Throughout the years, Vietnam has experienced the higher economic growth. It leads more development in many various fields including steel industry. However, it necessary to have more strategic alliances among those steel companies for an incredible and sustainable growth. To have successful cooperation, it requires many special skills, efforts and considerations. This paper applies DEA model and Grey Theory to calculate the effectiveness and proposes a method to find out the most suitable strategic partners. Seventeen biggest companies in the Vietnam steel industry are chosen to research. The input factors (Net assets, operating cost, Cost of good sold) and the output factors (Net sales and net profits) are collected from realistic published financial reports of the Vietnam issued stock market in seven consecutive financial years (2011-2017). The Hoa Sen Group is considered as the target decision making unit (DMU). According to the empirical results, Pomina Steel corporation (DMU4) is the most feasible beneficial alliance partner for Hoa Sen Group.         Environmental Impact Assessment (EIA) is a compulsory program for industrial projects once before the final approval of projects. The initial screening of projects by the Iranian evaluator team sounds an imminent channel to extend the data analysis for the decision making systems and classify the industries based on the nominal capacity of industries. The present research empirically united the additive model of Additive Ratio ASsessment (ARAS) with the Data Envelopment Analysis (DEA) to classify Iranian Food Industries (IFI) and Iranian Automotive Industries (IAI) pertaining to efficiency score. The objective of current research encompassed to execute the materials and energy stream in IFI and IAI as well as developing a relevant database in this regard. Both Kendall and Friedman tests were provided the weight values for the input and output criteria using SPSS software.         Dust storm is one of the environmental threats in arid and semi-arid regions of the world like Iran which causes serious damages in these areas. Lorestan province is one of the most vulnerable western provinces exposed to dust storm. In this study, climatic parameters includes precipitation, temperature, the maximum wind speed and predominant wind direction were collected from 5 meteorological stations (Khorramabad, Borujerd, Aligudarz, Nurabad and Pol dokhtar) on the basis of monthly and annually scale during 10 years (2001-2010) and thirty dust storm systems were selected as indicator. Then, the correlation between climatic parameters and dust storms was analyzed by Data Envelopment Analysis (DEA) method. The results showed that the maximum and minimum numbers of dusty days in the study area were in 2008 and 2003, respectively. Also, Peak of dust storm frequency was recorded in July which is highly related to temperature in semi-arid climate including Lorestan province. The DEA method along with the window analysis showed that at some of the stations examined, over time the viewing angle was lower with the passage of time and in some other places was more, the viewing angles had not changed in some stations. It was also found that the average temperature index was the most sensitive index. It is concluded that by moving from the western to the eastern parts of Lorestan province by increasing distance from neighbor countries, local dust sources has become more important than foreign sources and dust storm intensity decreased Manuscript profile
