چالش منابع انسانی در واحدهای ارائهدهنده خدمات مراقبت سلامت در هنگام همهگیری کووید-19: شناسایی، راهحلها، و پیامدها

مقدمه: گسترش بیماری کووید-19 در کشور و افزایش تعداد مبتلایان منجر به افزایش بار کاری پرسنل و بی انگیزگی، خستگی، فرسودگی، و ترک شغل پرسنل درمان شد که در نهایت به کمبود پرسنل درمان و چالشهایی در زمینه تامین نیروی انسانی در بیمارستانها شد. ازینرو استفاده از تجربیات مدیران در زمینه شناسایی چالشهای مربوط به منابع انسانی، راهحلهای بکار گرفته در زمینه رفع مشکل، و نتایج حاصل از بکارگیری راهحلهای استفاده شده، به ارائه مدلی در راستای تعدیل چالش مربوط به منابع انسانی در بیمارستانهای ارائهدهنده خدمات درمانی به بیماران مبتلا به کووید-19 پرداخته شد. روش پژوهش: مطالعه حاضر از نوع مطالعات میدانی بود که بصورت کیفی در بین 31 نفر مدیران بینالمللی، ملی، و داخلی که دارای تخصص در زمینه مدیریت بیمارستانی هستند انجام شد. بمنظور انجام مطالعه از چک لیست سوالات نیمه ساختار یافته استفاده شد. بمنظور تحلیل و آنالیز مطالعه و بدست آوردن نتایج نهایی، از روش تحلیل محتوا قراردادی استفاده شد. یافتهها: بر اساس تحلیل مصاحبههای کیفی، مهمترین چالشهای مربوط به منابع انسانی عبارت بودند از : "استرس و ترس نیروها از ابتلا به ویروس در بیمارستانها"، "وجود مقاومت در افراد در برابر تغییرات غیر منتظره"، "افزایش بار کاری نیروی انسانی متخصص"، "کمبود نیروی انسانی متخصص"، "تجویزهای خارج از فهرست دارویی توسط پزشکان"، "عدم تمایل برخی نیروها برای حضور در محل کار در روزهای ابتدایی بیماری"، و مسائل روانشناسی در تیم درمان و بیماران"، و "شیفتهای طولانی مدت و تحلیل بهرهوری کادر درمان در اثر ابتلا به کرونا و غیبت از کار". نتیجهگیری: با توجه به چالشهای مطرح شده، وجود برنامهریزیهای مدون و از پیش تعیین شده و همچنین توجه به اهمیت نیروی انسانی در برنامهریزی برای مدیریت بحران در هنگام همهگیریها نقش مهمی ایفا میکند.
Introduction: The spread of Covid-19 disease in the country and the increase in the number of patients led to an increase in the workload of staff, apathy, fatigue, and leaving the medical staff, which eventually led to a shortage of medical staff and challenges in manpower in hospitals. Therefore, by using the experiences of managers in identifying challenges related to human resources and solving the problems can be appropriate in order to modify the challenge related to human resources in hospitals for providing medical services to patients with Covid-19. Methods: The present applied study was a qualitative study conducted among 31 international, national, and domestic managers who had specialized in hospital management. Data were collected using semi-structured interviews and analysed by thematic analysis, using MAXQDA. Results: Based on the analysis of qualitative interviews, the most important challenges related to human resources were: “stress and staff fears of contracting the virus in hospitals”, “existence of resistance in personnel against unexpected changes”, “increase staff workload”, “lack of specialized manpower”, “reluctance of some forces to be present at work in the early days of the disease”, “psychological issues in the treatment team. Conclusion: Given the challenges, the existence of well-planned and pre-determined planning, as well as the importance of manpower in planning for crisis management during epidemics plays an important role.
