شناسایی پیوندهای بین بخشی فعالیت های اقتصاد ایران با تاکید بر فعالیت های بخش کشاورزی

چکیده مقاله :

فعالیت‎های کلیدی در هر اقتصاد، شامل فعالیت‎هایی می‎باشند که بیشترین ارتباطات بین بخشی را با سایر فعالیت‎های اقتصادی داشته باشند. با اولویت قرار دادن رشد و توسعه ی این فعالیت‎ها، زمینه ی رشد و توسعه ی سایر فعالیت‎ها نیز فراهم می‎شود. مطالعه ی حاضر با استفاده از جدول داده- ستانده ی سال 1380 به شناسایی فعالیت‎های کلیدی اقتصاد ایران با تاکید بر فعالیت های بخش کشاورزی، از طریق محاسبه ی پیوندهای بین بخشی می‎پردازد. نتایج نشان می‎دهد در بخش کشاورزی، فعالیت‎های دامپروری و فعالیت‎های صنایع غذایی به عنوان فعالیت‎های کلیدی سال 1380 مطرح بوده‎اند. بر این اساس، رشد و توسعه ی بخش کشاورزی می بایست از طریق توسعه و سرمایه گذاری در دو فعالیت مذکور صورت گیرد. از طرفی در اولویت قراردادن رشد و توسعه ی فعالیت های دامپروری و صنایع غذایی، باتوجه به ارتباطات بین بخشی قوی آنها با سایر فعالیت های اقتصادی، موجبات رشد و توسعه ی کل اقتصاد را نیز فراهم خواهد نمود. همچنین یافته ها نشان از ارتباطات پیشین قوی فعالیت های کشاورزی با سایر فعالیت های اقتصادی دارد. ارتباطات پیشین قوی، به معنای خودکفایی اندک و تأثیر-پذیری از تولیدات سایر فعالیت هاست. در این حالت، فعالیت های بخش کشاورزی از سیاست گذاری در سایر بخش ها و فعالیت ها متاثر خواهند بود. لذا ریسک سیاستی در بخش کشاورزی افزایش یافته و پوشش مناسب ریسک در محصولات کشاورزی با توسعه ی بیمه ی مناسب کشاورزی کاملاً ضروری است  

چکیده انگلیسی:

This paper aims to determine linkages among various sectors of Iranian economy and particularly the key activities of the agricultural sector by using 1997 input-output table. The results showed that livestock was the key activity in the agricultural sector. Also, food processing with forward and backward indices of bigger than one was another key activity. On this basis, in the process of development of agricultural sector, emphasis should be made on these two mentioned subsectors. Strong forward linkage of agricultural sector indicated that development of agricultural sector had positive effect on development of other sectors. On the other hand, macroeconomic policies would affect agricultural sector and therefore, risk in the agricultural sector would increase and a proper coverage through development of effective agricultural insurance program was recommended
