This paper aims to clarify our understanding of the functioning of competition in the local public transport sector and to evaluate its effectiveness in urban economy and management. Therefore, Mashhad's public bus system, which includes monopoly and competition markets, is selected to provide a conceptual framework to identify the best practices for providing this specific public infrastructure.
