بررسی میزان آمادگی کارکنان دانشگاهها برای پیاده سازی و استقرار مدیریت بهروری و کیفیت جامع (مطالعه موردی)

چکیده مقاله :
در هزاره سوم آموزش عالی از تک نقشی و تک نهادی به سوی چند نقشی و چند بعدی در حرکت است. به همین دلیل چالشهای جدیدی بروی آموزش عالی گشوده میگردد جهت مقابله با این چالشها بهترین رهیافت ممکن کیفیت است. مدیریت کیفیت جامع با نتایج بسیار چشمگیر در صنعت و تجارت اکنون وارد نظام آموزش عالی میگردد. کیفیت آموزشی و پژوهشی ازجمله دغدغههایی است که همیشه نظامهای دانشگاهی برای دستیابی به آن تلاش میکنند.ارتقای مستمر کیفیت آموزش عالی مستلزم استفاده از ارزیابی آموزشی است. کوششهای قابل توجهی در دو دهه اخیرجهت ارتقای کیفیت آموزش عالی و دستیابی به هدفهای نظامهای دانشگاهی در بسیاری از کشورها به عمل آمده است. هدف اصلی این تحقیق تعیین میزان آمادگی مدیران دانشگاه برای استقرار مدیریت کیفیت و بهره وری جامع بوده است. در این تحقیق، شش اصل تعهد، مشتریگرایی(تأمین رضایت ارباب رجوع)، واقعگرایی، مشارکت و همکاری، آموزش و بهبود مستمر به عنوان اصول مدیریت کیفیت جامع در نظر گرفته شد. جامعه آماری پژوهش شامل کلیه کارکنان دانشگاه آزاداسلامی واحد زنجان تشکیل میدهند که از بین آنها باروش نمونهگیری تصادفی تعداد 111 نفر انتخاب شدند. برای تجزیه و تحلیل دادهها از نرمافزار spss استفاده شده است و دادهها در دو سطح توصیفی و استنباطی تجزیه و تحلیل شدند. نتایج تحقیق نشان داد که آمادگی کارکنان دانشگاه برای استقرار مدیریت کیفیت جامع در حد مناسبی نیست.
In the third millennium, higher education is moving from a single-function and single-institution entity toward the multi-function and multi-dimensional one. Therefore, it is confronting new challenges. The best possible safeguard against these challenges is quality. Thus, total quality management (TQM), with its considerable results in industry and business, is now entering the higher education system. Educational and research quality is one of the concerns of higher education systems, and universities have always struggled to attain it. The constant promotion of higher education quality requires educational assessment. During the past two decades noticeable attempts have been made in many countries to enhance higher education quality and to attain the objectives of higher education systems. The main objective of the present research is to determine the rate of university chancellors’ readiness to establish comprehensive quality and productivity management. In this study, the six principles of commitment, customer orientation, realism, collaboration, training, and continuous improvement have been considered as the TQM principles. The statistical population consisted of all the personnel of Islamic Azad University, Zanjan Branch, from among whom 111people were selected as the research sample through the use of random sampling method. For data analysis, Spss software was used, and the data were analyzed both descriptively and inferentially. The results indicated that the readiness of the personnel of the university under study to establish total quality management is not at a desirable level.
