تدوین نقشه راه تامین و پشتیبانی از ناوگان هوایی کشور با استفاده از رویکرد ترکیبی SSM با ISM

چکیده مقاله :
صنعت هوایی کشور، متشکل از شرکتهای تولید کننده و پشتیبان در حوزه هوایی، به عنوان اصلی ترین قطب نگهداشت و ساخت مجموعه های هوایی شناخته می شود. شرکتهایی که در داخل کشور در امر نگهداری و تعمیر هواپیما فعالیت میکنند، می توانستند پیش از اعمال تحریم های ظالمانه آمریکا و کشورهای غربی، با امکاناتی که در دسترس خود بود مشکلات فنی این هواپیماها را حل نموده و پشتیبانی لازم را از ناوگان هوایی کشور داشته باشند، اما پس از اعمال تحریم ها، این شرکتهای، با مشکلات مربوط به تامین قطعات و تجهیزات مورد نیاز برای تعمیر هواپیماها و بالگردها روبهرو شدند که باید اذعان داشت که مشکل مهمی است. همچنین محدودیت در دسترسی به کتابچه ها و اسناد پشتیبان فنی نیز در این امر مهم، تشدید کننده بود. با توجه به اینگه ناوگان هوایی کشور می تواند به عنوان یکی از استراتژیک ترین ارکان اصلی کشور در حوزه های حمل و نقل، دفاعی و ... باشد، پس می بایست برای حل این مشکل راه کار ارائه شود. در این پژوهش، سعی بر آن شده است تا با بررسی مسئله و مدل سازی آن از طریق رویکرد سیستم های نرم، نقشه راهی جهت نیل به این هدف با استفاده از روش ساختاردهی تفسیری ارائه گردد تا بتواند صنعت هوایی کشور را در این برهه از زمان که می بایست به خودکفایی برسد، هدایت و راهبری نماید.
چکیده انگلیسی:
The country's aviation industry, consisting of aero manufacturing and support companies, is known as the main hub for the maintenance and construction of airfields. Companies that operate and maintain aircraft within the country had no problem with the maintenance and repair of airplanes flying inland and could solve the technical problems of aircrafts with the facilities at their disposal, But after imposing cruel US and Western sanctions, these companies faced problems with supplying the parts and equipment needed to repair the aircraft, which must be acknowledged to be a major problem. Restrictions on access to booklets and technical back-up documents also exacerbated this important issue. Given that the country's air fleet can be one of the most strategic pillars of the country in the fields of transportation, defense, etc., then a solution must be found to solve this problem. In this research, we have tried to present a roadmap for achieving this goal by interpreting the problem and modeling it through a soft systems approach, using an interpretive structuring approach, so that the country's aviation industry can at this point in time. That should lead to self-sufficiency and guidance.
