چکیده مقاله :
سنجش و ارزیابی همواره مورد توجه انسان بوده است . ارزیابی عملکرد منابع انسانی برای سازمانها و مدیران بسیار مورد توجه قرار گرفته است که نقش بسیارمهم و راهبردی را دارا شده است وازعناصرتأثیر گذار بر مزیت رقابتی سازمان محسوب می شود . در این مقاله ازکاربرد تحلیل پوششی دادهای دو مرحله ای (DEA) در تجزیه وتحلیل کارایی و عملکرد کارکنان بهره برده شده است. هرچند مدلهای کاربردی مختلفی در این حوزه ارائه شدهاست اما این مدلها با مشکلاتی مواجه هستند و تمامی نیازهای تصمیمگیران را برآورده نمیسازند. مدل کاربردی ارائه شده در این تحقیق، مشکلات مدلهای پیشین را که تکیه برفاکتور های به غیر ساعات اضافه کار ، حقوق ، مرخصی به عنوان ورودی اولیه و ساعات مفید کاری وساعات میزان حضور در جلسات آموزشی به عنوان خروجی میانی ومقدار تولِید سالم ، و تولید ناسالم برای در نظرگرفتن خروجی نهای می باشد را دارند ، کامل کرده ومرتفع می نمایید . در نتیجه، یکی از روشهای جدید ارزیابی عملکرد کارکنان، روش تحلیل پوششی داده است که یک روش چند معیاره برای تصمیمگیری و سنجش عملکرد کارکنان و شرکتها میباشد. مدل کاربردی پیشنهادی در ارزیابی کارایی و اثربخشی وعملکرد کارکنان شرکت آذر نوش شکوفه مورد استفاده قرار گرفته و تحلیلی جهت بهبوده هم زمان کارایی و اثربخشی هر یک از کارکنان وعملکرد بهینه تولید در اختیار تصمیمگیران قرار میدهد.
Evaluation and assessment has been always considered by human beings. Human resources performance evaluation has been considered for organization and managers, so that has owned very important and conductive role and considered as one of the effective elements on organizational competition priorities. In this article, personnel’s’ performance and efficiency analysis has been operated by 2 stage DEA function. However, different functional models have been presented in this field but include some difficulties and do not meet all decision makers’ needs. The provided functional model in this research has resolved all previous models difficulties which are not only based on factors such as extra work hours, salaries and day off as primal entrance, effective working hour and availability of being in learning sessions as middle entrance, the amount of valid production and invalid production as final entrance. As result one of the newest personnel performance assessment is DEA that is multi-criteria method for determining and evaluating companies and personnel’s’ performance. The purposed operational model has been used in assessing efficiency and effectiveness of AZARNOOSH SHEKOUFEH’s personnel’s performances, and analysis for improving the efficiency and effectiveness of each personnel and production optimized performance fro decision makers.
