ظرفیت سیاست، درک فضای گفتمانی و مسأله مشارکت سیاسی زنان در ایران

چکیده مقاله :
زمینه: ظرفیت سیاست یکی از اساسی ترین مفاهیم در مطالعه سیاست عمومی است که به خلأها و عوامل مرتبط با چرایی انجام نشدن سیاستها میپردازد. در این مقاله، معضلات و کاستیها برای اجرایی نشدن این خطمشیها در حوزه مشارکت سیاسی زنان در سطح نخبگان (1399- 1376)، تبیین شد. سپس بر اساس الگوی مورد نظر، در سه سطح مفهومی- تحلیلی، عملیاتی و سیاسی(ابعاد ظرفیت سیاست) که هر یک از این سه صلاحیت شامل منابع یا تواناییهایی در سه سطح مختلف فردی، سازمانی و سیستمی هستند، بررسی گردید. هدف: معرفی ظرفیت سیاست به عنوان مفهومی جدید در ادبیات مشارکت سیاسی در ایران که بر اساس این مفهوم میتوان مرز و شکاف میان قوانین و عملکرد را بررسی نمود.روش: این تحقیق با استفاده از روش کیو برای طبقهبندی و امتیازدهی به گزارهها و تحلیل گفتمان انتقادی صورت گرفته است.یافتهها: نتایج پژوهش حاضر نشان میدهد، نگرش فردی و سازمانی در بُعد تحلیلی مهمترین عوامل تاثیرگذار در مشارکت سیاسی زنان هستند. نتیجهگیری: بحث از ظرفیت سیاست بر اساس فضای گفتمانیِ خاص آن که در پژوهش حاضر مشارکت سیاسی زنان است، باید تعاریف و عوامل دیگری را مانند شرایط فرهنگی و ایدئولوژیکی که تأثیر مستقیم بر اجرای سیاستها دارد، برجسته کند.
Background: Policy capacity is one of the most basic concepts in the study of public policy that addresses gaps and factors related to why policies are not implemented. In this article, the problems and shortcomings for the non-implementation of these policies in the field of women's political participation at the elite level (1997-2020) explained. Then, based on the model, at three levels of conceptual-analytical, operational and political that each of these three competencies include resources or capabilities at three different levels of individual, organizational and systemic, were examined.Objective: To introduce the policy capacity as a new concept in the literature of political participation in Iran, upon which the boundaries and gaps between laws and practice can be examined.Method:This research has been done using “Q method” for classifying and scoring propositions and "critical discourse analysis". Findings:The results show that "individual" and "organizational" attitudes in the "analytical" dimension are the most important factors influencing women's political participation. Conclusion: discussion of the policy capacity based on its specific discourse space, which in the present study is women's political participation, should highlight other definitions and factors, such as cultural and ideological conditions that have a direct impact on the implementation of policies.
