سطوح توسعهیافتگی دهستانهای شهرستان اردبیل با بهره گیری از مدلهای تصمیم گیری چند معیاره

چکیده مقاله :
شناخت و بررسی امکانات و توانایی ها و به دنبال آن تعیین سطوح توسعه یافتگی نواحی روستایی گام نخست در فرآیند برنامه ریزی و توسعه به شمار می رود. از این رو پژوهش حاضر با هدف سنجش سطوح توسعه یافتگی دهستان های شهرستان اردبیل بر اساس تکنیک های تصمیم گیری چند شاخصه انجام شده است. این پژوهش بر اساس هدف کاربردی و بر اساس ماهیت توصیفی- تحلیلی است. جامعه آماری شامل 10 دهستان شهرستان اردبیل است. اطلاعات مورد نیاز شامل 76 متغیر در قالب 7 شاخص از طریق سرشماری عمومی نفوس و مسکن و سالنامه آماری 1390 فراهم گردید. برای سنجش میزان توسعه یافتگی از تکنیک های تصمیم گیری چند شاخصه ویکور، الکتر و تاکسونومی بهره گرفته شده است و با استفاده از آزمون همبستگی تاوکندال در محیط spss به آزمون فرضیات اقدام گردید. نتایج حاصل از تکنیک های تصمیم گیری بر اساس میانگین رتبه ها بیانگر این موضوع است که دهستان های شهرستان از لحاظ شاخص های توسعه در وضعیت متعادل قرار ندارند، به گونه ای که از بین 10 دهستان شهرستان اردبیل، 6 دهستان برخوردار از توسعه، 2 دهستان نیمه برخوردار و 4 دهستان محروم از توسعه بودند. همچنین نتایج حاصل از آزمون تاوکندال نشان داد که بین دو متغیر جمعیت و نزدیکی مرکز هر دهستان به مرکز شهرستان و میانگین رتبه ای بدست آمده ارتباط معنی داری وجود ندارد و این دو مؤلفه تأثیری در توسعه یافتگی دهستان ها ندارند؛ ولی بین متغیر اشتغال و میانگین رتبه های هر دهستان رابطه مثبت و معنی دار وجود دارد و درصد اشتغال بر سطح توسعه یافتگی تأثیر مثبت دارد. در نهایت راهکارهایی جهت تهیه و اجرای برنامه ها به منظور توسعه یکپارچه و متوازن روستایی در سطح شهرستان ارائه گردید.
Recognizing and surveying facilities and abilities and determining the levels of development in rural areas are the first steps in planning and developing process. To this end, this study aims to assess the levels of development in Ardabil villages by utilizing multi-criteria decision making methods. This research is based on the functional goal and descriptive analysis nature. Statistical population includes 10 villages in Ardabil. The required information includes 76 variables in 7 criteria that were taken from General Population and Housing Census and statistical yearbook 2011. Vikor’s multi-criteria decision making method, Electra and Taxonomy are used to assess the rate of development. Furthermore, we tested the assumptions by using Kendall tau rank correlation in SPSS software. The results of the decision making techniques based on average ranks revealed that villages were not in a balanced situation in terms of developmental criteria, so that out of 10 Ardabil villages 6 of them were developed, 2 of them were semi-developed and 4 of them were not developed. Also, the findings of Kendall tau test showed that there was no significant relationship between two population variables and adjacency of the villages to the county and the obtained average rank. These two components had no effect on rural development, but there was a significant relationship between the employment variable and the average rank in each village which brings the employment percentage with a positive effect on levels of development. Based on the results, some strategies are presented to make and perform the plans in order to have an integrated and balanced development in the county.
