تحلیل راهبردی چالشهای مدیریتی کلان شهر تهران با رویکرد مدیریت یکپارچه شهری

چکیده مقاله :
چکیده شهر به عنوان کلیتی بهم پیوسته، به سازمانی مقتدر با مدیریتی یکپارچه نیازمند است. تعدد مدیریت و ناهماهنگی سازمان ها و نهادهای دولتی و خصوصی متولی امورشهری از چالشهای مدیریت کلانشهری تهران است. توسعه و گسترش کانونهای شهری اطراف کلانشهر تهران باعث به وجود آمدن برخی مشکلات در درون کلان شهر شده اند. هدف پژوهش حاضر ارائه راهبردهای مدیریتی کلان شهر تهران با رویکرد مدیریت یکپاچه شهری میباشد. پژوهش حاضر کاربردی و روش آن توصیفی- تحلیلی است. جمع آوری دادهها با استفاده از مطالعات کتابخانه ای و میدانی پیمایشی (توزیع پرسشنامه) است و برای تحلیل از تکنیک های SWOT و دلفی بهره گیری شده است. جامعه آماری 30 نفراز کارشناسان خبره مباحث مدیریت شهری تهران انتخاب گردیده است. نتایج پژوهش بیانگر آن است که از مجموع 45 عامل درونی و بیرونی تأثیرگذار بر مدیریت یکپارچه شهری کلان شهر تهران، مجموع امتیاز وزنی عوامل داخلی 67/2 و عوامل خارجی، 25/2 میباشد لذا باید جهت موفقیت در یکپارچگی مدیریت کلان شهر تهران راهبردهای بازنگری را به اجرا درآورد بدین صورت که نقاط ضعف درونی مدیریت یکپارچه درکلانشهر تهران را کاهش داده و نهایت بهره گیری را از فرصت های بیرونی به عمل آورد. برخی از راهبردهای بازنگری عبارتند از: حرکت به سمت تمرکززدایی از قدرت وسازمانهای دولتی و ساختارهای بوروکراتیک و واگذاری اختیارات به حکومت های محلی و مدیریت شهری و همچنین واگذاری اختیار تهیه طرحهای توسعه شهری و منطقهای به نهادهای محلی. Abstract City, as an integrated generality, needs a strong organization with an integrated management. The multiplicity of management and incoordination of governmental and private organizations – which are in charge of urban affairs – is of main issues in the area of urban management. The rapid spread of surrounding urban societies has rendered some problems and challenges in Tehran metropolis. The purpose of the present study is to show some management strategies in Tehran metropolis with the approach of integrated urban management. In view of purpose, it is applicable, and considering method, it is descriptive - analytical. Collecting data has been performed through library studies and measuring, and SWOT and Delphi models have been used in order to analyze data. The statistical society includes 30 expert technicians of urban management. The results show that from 45 internal and external elements influencing on integrated urban management in Tehran metropolis, sum of weight point is 2.67 for internal elements and 2.25 for external elements, so, revision strategies should be used in order to succeed in the integration of managing Tehran metropolis, so as to decrease the internal weak points of integrated management of Tehran metropolis and to exploit the external opportunities. Some of review strategies include: moving to decentralization of strength and governmental organizations and bureaucratic structures and vesting authorities to local governments and urban managements and also, vesting the authority of preparing plans of urban and regional expansion to local organizations.
