بررسی موانع کاربرد فناوری اطلاعات و ارتباطات در سازمان نظامی به منظور

چکیده مقاله :
پزوهش حاضر به منظور بررسی موانع کاربرد فناوری اطلاعات و ارتباطات در سازمان نظامی به منظور ایجاد فرصتهای یادگیری، صورت پذیرفته است، این پژوهش از نظر هدف کاربردی، روش گردآوری اطلاعات میدانی، ماهیت توصیفی از نوع پیمایشی میباشد. جامعه آماری این پژوهش خبرگان و کارکنان سازمانهای نظامی هوشمند شهر تهران (تعداد 14 سازمان نظامی در 6 منطقه شهر تهران) به تعداد در سال 96-95 میباشد. باتوجه به تعداد جامعه آماری (30 نفر) از خبرگان این سازمانها به شیوه گلوله برفی تعیین گردیدند. ابزار جمعآوری دادهها پرسشنامههای محقق ساخته برگرفته از ادبیات پژوهش و نظر خبرگان میباشد. پرسشنامه یک شامل 35 سؤال به منظور غربالگری موانع کاربرد فناوری اطلاعات و ارتباطات در سازمانهای نظامی هوشمند به منظور ایجاد فرصتهای یادگیری براساس تکنیک دلفی فازی (براساس نظر 30 نفر از خبرگان) میباشد. محقق پس از استفاده از ابزار پرسشنامه برآمده از مصاحبه خبره سنجی و پیشینه پژوهش به این نتیجه رسید که از بین موانع ساختاری، مدیریتی، تکنولوژیکی و فنی، مطابق دیدگاه خبرگان، موانع مدیریتی دارای بیشترین اهمیت (وزن 219/0) و موانع فنی دارای کمترین اهمیت (وزن 112/0) میباشدکه در همین راستا پیشنهادهایی به مدیران مجموعههای نظامی ارائه شد.
The present study was conducted to investigate the barriers to the use of information and communication technology in military organizations in order to create learning opportunities. The statistical population of this study was experts and staffs of smart military organizations in Tehran (14 military organizations in 6 districts of Tehran) in the number of 95-96. Due to the number of statistical population (30 persons), experts of these organizations were selected by snowball method. The data collection tool was a researcher-made questionnaire based on research literature and expert opinion. Questionnaire 1 contains 35 questions to screen the barriers to using ICT in intelligent military organizations in order to create learning opportunities based on the fuzzy Delphi technique (based on the opinion of 30 experts). The researcher, after using the questionnaire tools derived from expert interviews and research background, concluded that among the structural, managerial, technological and technical barriers, according to the experts' viewpoint, the most important managerial barriers (0.221 weight) and technical barriers were the most important. The least important (0.121 weight) was the recommendation made to military commanders.
