        Introduction and purpose:  City good management is one of the most important things in urban sustainable development. Due to the rapid growing urban population and to control resources and material and spiritual capital and municipality optimal performance, it is necessary to engage all citizens and elites. Experience has shown that in centralized societies with mono-decision vision, bring a lot of trouble. Elite participation and citizens monitoring, increase management efficiency. Achieve urban good governance model and indicators for urban good governance in YASUJ is the main purpose of this research. Method: Methods of this paper are descriptive, analytical and field survey. Data collected by questionnaire. The hypothesis is that the three components include participation, accountability and efficiency in YASUJ not the appropriate level and there is a significant difference between the educated people and other citizens' opinions. The assumptions of this paper were tested with ANOVA and LSD methods. Finally the information displayed on the map with GIS software. Results: Based on the findings of paper the participation (with -0.0237 mean score) and efficiency (with -0.032 mean score) in YASUJ are lower level of average but responsibility indicator (with 0.0257 mean score) is in YASUJ is apex level of average. Conclusion: Base on the result of paper participation and efficiency are in YASUJ are lower level of average and responsibility indicator is apex level of average so the hypothesis number one and three approved but hypothesis number two it`s not Manuscript profile

        Introduction and purpose: The establishing integrated management city's subject is emphasized in third and fourth economic, social and cultural development program of Islamic Republic of Iran by outsourcing some governmental incumbencies. But this subject has not done yet. The purpose of this thesis is to study the effective factor on organizational preparation of Shiraz Municipality for acceptance of some governmental incumbencies. For accomplishing this, first, the incumbencies categorized to four groups as "urbanism and housing processes", "environment and hygiene processes", "social, arts and cultural process", and "water, electricity, gas and telecommunication processes". Methods: A valid and reliable questionnaire made for gathering information and measuring evaluator variables. Then, completing questionnaires asked from all managers and supervisors of Shiraz Municipality. Results: The resulted hypothesis of the thesis shows that there is a significant relationship (with a =0.01) between "organization chart, managers preparation and cultural organization" and "organizational preparation of Shiraz Municipality for acceptance of some governmental incumbencies". It also shows that Shiraz Municipality has maximum preparation for doing urban and housing processes and minimum preparation for doing water, electricity, gas and communication processes. This one-dimensional development in the area and is only particular city. Regional in equality is a result of the development of the region and other cities remain open. While other cities may well have the ability and potential forec onomic development. One of the most important issues in regional planning, Reducing regional disparities and development using powers of each region. Requiredto achieve this as the towns and cities of the region's economic development strategy that is important. This research with the purpose of understanding about the role of towns in regional balance and development in fars, the small towns of the province between 25-50thousand population are reviewed. Methods: The method of this research is "descriptive-analytic" which has done on the basis of population factors and the usage of quantitative models. For the study of their roles in regional economic, portion alteration and models of environmental coefficient are used. Results: The results show, the potential of small towns in Fars province and procedures performed, Functions by providing industrial, agricultural and services to improve economic conditions in the region Khvdvbe affected.         Introduction and purpose: Today urban management needs a sustainable income system to be able to implement its duties. Effective urban administration and providing suitable services to citizens and performing construction projects all need sustainable income. This research aimed at studying affecting factors on delivering sustainable income resources by local government and municipalities in small towns. Method: To do this research, financial documents of Firoozkooh municipality in the period of 2001-2011 have been collected and some interviews with members of local parliament and urban managers has been done and analyzed. Results: The results showed that income resources of Firoozkooh municipality mostly was based on unsustainable income  of construction  taxes(between 20to 40%) which were affected by public policies made by government in the field of house building development and its market  and local parliament has affected this resources with changing the taxes. Conclusion: It can be concluded that Firrozkooh municipality hasn't been successful in sustaining income resources and can make and implement some policies to deliver more sustainable resources such as investment attraction, tourism development and other relating services with collaboration of local parliament.         Introduction and Objective: Making citizens take part in managing their own city affairs tends to their active motions and responsibility and undertaking as well. This active presence results in the formation of mutual relations between those folks and city management system, and this in turn causes city management system to be dynamic and in accordance with citizens requirements. In this paper we have made an attempt not only introduce the governing theories of citizen participations but also to test this factor in the real case of Urmia city. Method: This paper approach is based on analyzing-describing. The research instrument is documentary and determinative research by distributing questionnaires about the governing agents of citizenship participation among Urmia citizens (family leaders). The statistical society of our research includes 384 Urmia citizens. Results and discussion: space distribution of the participation of the citizens for Urmia showed that the level of participation in regions, 1, 4, 3 and 2 was 62%, 56%, 53% and 51% in respect the highest level of participation belong to the first urban area. The highest level of participation of this region is that of cleaning urban environment (90.5%) and the lowest level was in planting trees (40.3%). The lowest level of participation is in the two municipality's area, that the highest level of participation belongs to cleaning urban spaces (77.8%) and their lowest level is for the issue of getting a member of the unions (20.3%). The results show that among all of the components the cleaning of urban spaces was the first matter of participation in Urmia with a percentage of 71.5% and the least participation was belonging to tree planting (31.5%). Generally, the participation ratio of Urmia citizens has been 55.5% which indicates the average participation to manage urban affairs. The formulas for sample size calculation, 340 individuals were selected. According to data collected by questionnaire technique referred to questionnaire survey was carried out in Tehran. In addition to the questionnaire, the methods and library records, Internet searches and interviews with some experts as a complement to the above method is used. Fisher's exact test instruments accurately measure the error probability α =% 5 will be used. Karl Pearson's chi-square test statistic to measure the validity of the questionnaire was used, with the sample being tested and rejected in the critical region hypothesis H0, the hypothesis is confirmed. We conclude that the scale is designed for high reliability. Conclusion: The results of Karl Pearson square test at 95% confidence level and the degrees of freedom associated with each hypothesis, showed that the change in social attitudes of the drivers of behavioral, motivational, affective, and cognitive changes in the level of respect are traffic discipline them.         Introduction: One of the most important departments in the organizations is related to the financial actions because the financial data are known as the bases for many decisions, guidelines and the management strategic & compiling the program and the policy of budget organization. In regard to evaluating the financial actions and compiling the policies & budget plans, the organizations are used the common techniques for analyzing indexes, quantitative parameters although these kinds of techniques are prepared the useful information but due to non-mentioning all indexes and criterions, the comprehensive image will not achieve by these actions and plans and the achieved results don’t have the definite credit. As the financial indexes and budget are covered different parts in this sector. So every organization or sector can have some strength or weak points in these sectors. Therefore, using the scientific models for evaluating the financial actions and budgeting has the special effect in the results of evaluating making goals for policies, and decisions because of mentioning the different indexes in different sectors simultaneously. Method: Research method in this study is descriptive and developmental. The financial actions of water and wastewater companies are evaluated based on indexes in the subject of finance, operation, employees, consumers, allocating resources and the management process after identifying their sizes with combing the models of TOPSIS, ELECTRE , TAXONOMY-NC  and TAXONOMY-CL in this article and finally using the above models are suggested in the different process of budgeting operation.
