        The study of Turkish cultural diplomacy in Iraq depends on understanding the country's new foreign policy perspective on the Middle East. The Turkish government sought to establish itself as a trans-regional strategic player in the context of neo-Ottomanism and a unified Turkish identity in the form of nationalism by raising the issue of zero conflict and improving relations with the surviving countries of the former Ottoman Empire. Although recent developments in Turkish domestic politics, as well as the Arab Spring and its aftermath, have somewhat obscured Turkish foreign policy, the country remains committed to the cultural diplomacy that results from this approach. In this context, Iraq is of strategic importance as the most important way for Turkey to enter the Middle East. Accordingly, the main question of the article is "What are the most important components of Turkish cultural diplomacy in Iraq and to what extent has it been influenced by Turkish nationalism and neo-Ottomanism?" In response, the hypothesis is that Turkey focuses on its cultural structures and tools such as the Turkish media, films and series, Turkish language and literature, cultural-religious ties with the Iraqi people in the form of a neo-Ottomanist discourse, and strong ties with the Turkmen in the form of Unified identity and Turkish nationalism have been able to create deep spheres of influence in Iraq.         The purpose of this study is to analyze youth political culture and contextual factors influencing it in Sanandaj. Theoretical and conceptual model of the study، based on the Almond and Verba, Englehart, Pie, Elazar, Rosenbaum, Tesler and Gao works that has been delivered. The study itself with a quantitative method but data with technique of realized questionnaire were gathered. Statistical population included people 15 to 34 years old of both genders located in different neighborhoods of Sanandaj of whom 250 people were elected through combined sampling methods. The consequences of the study revealed that the young generation in Sanandaj have got significant democratic political culture characteristics. Although based on the results, they support gender equality, but in term of political comprehension and interests which is one of the characteristics for democratic political culture a low score has been obtained, but they are participatory in the term of civil and collective life. Another findings of the study that should be highly considered is the low rate of political reliability of young people that If it is not examined, it could be a serious alarm for the legitimacy of the future political system. Based on the consequences, the political culture of the young people has passed the process of change, in other words, while it is the representation of democratic political culture, it blurts an amalgamation of indifferent an pragmatic cultures.         Maintaining food security is one of the requirements of development, but agricultural development policy has led to unsustainable development in Iran. The purpose of this research is to identify the impact of agricultural development on the instability of groundwater resources. Most studies have criticized the government management in the field of agricultural hardware; however, this article studies the research community along with evaluating the unilateral role of government in policy advice, and methods of sustainable agricultural development to conserve groundwater resources. The analytical method has been used in the present study. Among the goals of sustainable development in the UN document, economic growth and agricultural promotion along with sustainable water use has been selected.Based on the development plans of Iran as an upstream document, can be concluded that since we have practically witnessed the imbalance of production and consumption, the agricultural development policy of the government has violated the standards of sustainable development by ignoring stakeholder participation in maintaining water inventory. In the end, with understanding the importance of the water cycle as one of the requirements of sustainable development, it is suggested that by relying on good governance and integrated management, we can use the previous researches and local actors to achieve sustainable agricultural development.
