        This article, analyzes three basic concepts (power, knowledge and legitimacy) of Tusi's viewpoint. Also analyze that what are each of these concepts position in Islamic political thought and finally investigate the dignity of each one. In this research exploreTusi's components political thought, in fact explore the relationship between politics government and in relation with the basic concepts of power and legitimacy. In this article, Tusi's thought examine with two approaches: Analytical-Descriptive and Fuchou's discourses. The knowledge is the main axis of political power and legitimacy, he believes that knowledge and power are two important concepts in government, that governor need them for legitimacy and continuity of his government but within difference that knowledge is pre-examined of all other elements, finally find by examining Tusi's thought. All of his bases knowledge receive from religious lessons and teaching, so we can see political concepts affiliation with religious knowledge in Tusi's government actions. Manuscript profile

        Canada’s immigration system is currently undergoing significant change driven by several goals that include: (1) a desire to improve the economic outcomes of entering immigrants, given the deterioration in labour market outcomes over the past several decades; (2) an attempt to better respond to short-term regional labour market shortages often associated with commodity booms, and (3) a desire to shift immigration away from the three largest cities to other regions of the country. These goals are reflected in the modification of the point system in 2002 and the implementation of a series of new immigrant programs. The paper discusses the recent changes to Canadian immigration policy and examines the preliminary results achieved by the new programs. Given this body of research, Canadian policy makers have put considerable effort into improving labour market outcomes. Key changes have been made in an attempt to improve labour market outcomes of new immigrants, including changes to the immigrant selection rules, the strengthening of language tests, the introduction of new programs as mentioned earlier, increasing the share of immigrants in the economic class, and beefing up immigrant settlement programs. Some of these programs are still in their infancy, but initial evaluation of these changes is under way. Overall, language skills appear to have a significant direct and indirect influence on labour market outcomes, and are key to positive outcomes. Above definitions shows that aim of absorbing immigrants limited in developing human abilities to improve the economic activities and the base of power is summarized in welfare layers .Thus, the soft skills has been designed by Canadian government in the people layers with high consideration.         The concept of issuance of revolution is synonymous with the expansion of revolution that Imam considered it at beginning of the revolution. Before the revolution, western countries’ effort and program involved in the dried roots of Islam in different countries and reduced the concepts and doctorins of it. For this reason, this was the most important influence of Islamic revolution was. Series of changes that occurred in the Iranian revolution, in addition to fundamental changes in the Iran's political system and society, beyond the borders of Iran swept and had a major influence in the Arab and Muslim world. In Pakistan, Iran's revolution leads to the promotion of intellectual and political vision of Shiite youth generation and strengthen Movement enforcement law parsley and Imamieh students organization that the revolution is the same Horicon.         Before the beginning of the European colonialism era, the Persian Gulf was a communication link between Asia, Europe and Africa, through which silk, spices and other needed goods were transported into the Mediterranean. With the discovery of the Cape of Good Hope and the flourishing of the southern African routes, in order to control the trade routes, colonialists entered the arena, and worked extensively to set up bases in the Persian Gulf, the Indian subcontinent and further in the Far East, in a way that in early 16th Century this region was first noted by the Portuguese and Spanish colonialists , and following the demise of the Portuguese naval power, for some time there was a power vacuum in the region; such a way that the governance of the region changed hands among local powers of the Safavieh, Afsharieh and Zandieh of Iran and the rulers of Oman etc. On the other hand, although European actors were involved in the power struggles and completion with local rulers, nevertheless there was a strong competition among themselves in dominating the Persian Gulf and the Hormoz Straits, to an extent that the extent of the rivalry between the Dutch, British, French and Russians at times were drawn into local wars within Europe. Ultimately, Britain beat its rivals and established its rule in the region for two centuries. However, in view of this history we observe that this region has been of particular importance throughout history for numerous reasons.         Legitimacy is always considered an important concept among basic topics of political science; since it has been already posed as the prerequisite of acceptability for exercising of power in the societies through history. Accordingly, all of the political philosophies made efforts to establish an intellectual apparatus that enforces the fundamentals of governance, dealt to some extent with the issue of “Legitimacy” and included it in the core of arguments. In general, legitimacy would be defined as being legal or to be based on the law; but it refers not only to legality of government from the legislative respect, but also to social acceptability of it by citizens. In this article, we try to study and investigate the political legitimacy in the Shia political thought, particularly with focus on views of Imam Khomeini (RA) as the founder and former leader of Islamic Republic of Iran.
