        Deteriorated urban textures are areas of a city isolated from developmental life cycle. They have turned into the focus of problems and inefficiencies. The evaluation of renewal actions claims to promote residents’ satisfaction in some cases. At the same time of improving objective and economic quality of life, there are claims regarding the lack of any improvements in their subjective quality of life. Above physical reforms, renewal actions in deteriorated textures should consider the issue of enhancing residents’ quality of life. Hence, besides considering physical aspects, renewal thoughts must also seek to provide and promote their quality of life and satisfaction. The Tehran Renewal Organization in 1388-92 years with the aim of achieving democratic renewal has tried to follow renewal actions with residents of the neighborhood and in keeping existing human and community development. This organization five activities defined: Social activities in order to identify the neighborhood for Awareness and Inform to the residents; Integration and renewal; Improve the quality of construction; Environmental sanitation and the definition of stimulus projects. The aim of this article is to explain the relationship between residential satisfaction of local residents with renewal actions of Tehran Renewal Organization. To do this, first, the aspects of residential satisfaction in deteriorated textures will be discussed. Then, the status of these aspects in renewal experiences will be reviewed. Accordingly, the aspects of achieving residential satisfaction in these fabrics are explained via deductive reasoning method. Based on historical research method, renewal experiences are studied regarding the aspects of residential satisfaction. Residential satisfaction in deteriorated fabrics is influenced by physical-environmental, services, socio-cultural, managerial, and economic aspects. According to aspects of the theoretical framework to examine this issue in renewal experiences 1388-92 years in Tehran. Three neighborhoods Hashemi in 10 district, Moghaddam in 17 district and Takhti in 12 district as selected samples in Tehran were selected based on The cluster analysis, k-means method. Target population are residents of neighborhoods that their homes renovated between 1388-92. then based on Cochran formula 325 questioner was determined to be distributed in the neighborhoods. Questionnaires were distributed and were filled through systematic method in neighborhoods. The data of the questionnaires analysis by statistical methods such as regression and factor analysis in Spss software. Based on outcome of Exploratory Factor Analysis seven factors (residential complex, social capital and environmental conditions residential neighborhood, The physical condition of housing units, Local Facilities and Services, Social-economic situation, Physical conditions of Neighborhood) defining as factors of residential satisfaction in these neighborhoods. The general characteristics of the residential complex, social capital and environmental conditions residential neighborhood residents account for a high percentage of residential' satisfaction. Based on renewal actions that done in these neiborhoods and results of regression analysis, Social activities, integration and renewal and environmental sanitation associate with residential' satisfaction. Activities in the field of improving the quality of construction and development stimulus projects although were defined in renewal activities but has not been considered in the following years and effectiveness of them on residential satisfaction cannot be investigated.         The institutionalization of cultural events play an important role in stabilizing approach to urban regeneration and improving environmental quality as a factor for heritage protection, restoration and rehabilitation of physical structures, new design and new functions in line with the previous and the arrival of new structures. The cultural regeneration of a culture as a development strategy is very important in the local and global scale. Since the 1970s, many European cities, some sort of restructuring was unexpected that the reasons may be handling industry and consequently employment, migration, urban middle class to the suburbs, changing patterns of employment, the development of shopping centers outside the cities and increasing dependence on private car ownership. In the 70's decade, the manufacturing sector, followed by urban decline and governments attempt to shift to a service economy, including the factors that cause changes in the theory of politicians in the 80's decade, which for the first time, culture as a tool of urban regeneration and economic problems were caused. Due to concerns of the finance, the arts and creative industries in particular emerged quickly led to economic development. Taking into account this new reality, many cities were forced together in the quest for uniqueness of the cultural, human and physical advantage over their competition to emphasize to other cities. This competition between cities in an effort to attract and deploy them in the field of hi-tech industries, as well as private sector investment and become a central part in national and international tourism and culture reflected. Increased competition led many in the policy with the aim of recreating the index of cultural distinctions from other cities, driven, in which the cultures plays a key role in urban regeneration policies. The main objective of this research is to develop a conceptual framework in order to explain the policies, culture-based urban regeneration and cultural factors affecting urban regeneration. In this regard, this study seeks to answer the question, "What are the cultural policies affecting urban regeneration?" Then, the approaches and cultural policies, and at the end of the components such as the "cultural uses", "urban cultural activities in the public space", "combines urban design creative cultural activities", "protection of cultural heritage" and "cultural tourism" as key measures of culture-based urban regeneration, urban regeneration project has introduced a three comparative tests were in Istanbul, Turkey. In this paper, the strategy of logical reasoning is used as a research strategy. This article is largely descriptive, sowe will attempt to review the concepts of urban renewal, cultural policy effectively introduced and the role and function in culture-based urban regeneration scrutiny and thus the basis for the continuation and identify pathways towards cultural policy affecting culture-based urban regeneration are provided. The skill of reading and studding documents based on the contents of the books, articles and documents as tools for research in relation to urban regeneration projects in the study sample were used. The aim of the present study, review and assess the functioning of the offices of facilitating the renovation of old neighborhoods in District 4 District 11 of Tehran. For the purpose of this study is an applied research - development and according to procedure, the descriptive nature - is analytical. The method of collecting information from all types of documents and survey. The study sample included local residents, experts and officials repair worn out tissues studied area and population size using a sample of 320 individuals was determined. The multi-stage cluster sampling within selected clusters (neighborhoods) were randomly selected samples. Information collected using Excel and Spss VIKOR and software were processed and analyzed. The results show that the oil depot neighborhood with a value of (932/0) in the first rank and the railway neighborhood with a value of (023/0) is in last place. Manuscript profile

        Introduction and Objective: The most of Iranian historical and main cities have big problems in those worn out urban textures. With some reasons such as climate, type of materials, the lack of urbanism rules and standards in urban designing are faced with difficulty. Due to the any action planning and urban plans, need to remarks distinguished from economic, social, physical, legal and environmental points. In Kermanshah city suffered by old texture like Modras Street. Method: this study method was analytic-descriptive is due to the nature of the study required, data collected through field studies with observation and interview techniques have been used. Thus 50 interviews among citizens, experts and urban managers were conducted. Findings: The Findings indicate that 70 percent of respondents over 40 years of age, low education levels and the majority of households located on lower middle income groups. In studied individuals the local identity is moderate. Among the ways of citizen participation, surveys, training, and notification and Mass Media of the most important ways was selected; 67 percent of respondents Stated 'Getting a loan' as the best step into the urban renewal in this area. Results: results of this study suggest that not only motivates to participate is necessary (due to high financial risk and lower facility) is low level but also there is opposite organizations views concerned about doing projects.   Manuscript profile

        The research in Birjand suggests that about 50% of the city is considered to be deteriorated or marginalized. The present study, using a descriptive and analytical method and using Swat technique, evaluated the deteriorated textures of Birjand and evaluated the possibility of utilizing strategic planning. The results showed that, score of 0.440 and against the most significant threat to the future "the lack of attention to the renovation of the texture according to the program Strategic Planning »with a score of 0.019. As a result, the scores of the strengths are 2.64 and the weaknesses are 0.42 and the opportunities are 2.63 and the threats are 0.47. Accordingly, the score of the strengths and strengths was 3.6, and the opportunities and threats were estimated at 3.1. By taking the coefficients and scores obtained on the Swat chart, it is clear that the best strategy for restoring and organizing the deteriorated textures of Birjand city is considering strategies of strategic management, aggressive strategies that recommend growth strategies. In connection with the organization and revitalization of the study area, it is necessary to implement strategic management mechanisms for the organization of empty spaces and the optimal use of space and opening of traffic nodes as well as solving health and cleaning problems of the texture, take action.         In the structure of urban management, the development of interactions and relationships within and between organizations, leads to the improvement of organizational performance and a solution to open the inefficiencies of urban management, resulting from the diversity of organizations and inter-organizational inconsistencies to respond to urban problems and challenges. Therefore, in an urban management system, the analysis of inter-organizational relations is necessary in order to achieve coordination and development of inter-organizational relations and achieve the goals of urban and organizational development.         This research is based on approach of restoring the urban space in improving the quality of space through induction spirit of social functions and re-attracting people to urban space. Therefore, we have efforted to provide a conceptual model of main influential and influencing aspects on urban space’s quality. Then, by examining the views of people and experts, it is explained components and effective factors on the revitalization of Mashgh Complex. It provides a closer analysis of place's quality and could be a basis for the decision making process. The research is of theoretical/practical with analytical-descriptive nature. Its theoretical foundations was set through documentary, library studies and information/data have provided through interviews and questionnaires collected from beneficiaries and experts. The study society contains the residents and business owners as well as professionals and experts in the field of rehabilitation and restoration of environment-physical. Study indicators are four categories of activity-functional, physical-spatial, socio-cultural and vision-view. The results showed that base on the coefficients of 40 studied varieties, variables of arts and cultural activities, informal activities, nightlife, tourism and recreational activities functional scale, lighting, street furniture, closed space, the effect of the arrangement of space on communication and interaction between people, monitoring and security, the presence of people, landscape and scenery, memorability of space are influenced on the regeneration and functional restoration.
