        Nowadays, in most developed countries, sustainability has been developed as a guiding principle in the framework of sustainability discourse in urban planning and policies. Urban livability and the right to the city are concepts related to sustainable development and social justice in cities and are effective in creating healthy, dynamic and just cities. While introducing livability and the right to the city as a dominant approach in urban planning in the contemporary world, this article has examined its theoretical origins, influential views and theoretical-experimental literature, its dimensions, and indicators. In terms of the fundamental-theoretical goal and its data, this research has been provided by the library- document method. Considering the wide range of topics and explanatory approaches available in this field, in this research, only those researches that have more relevance to the current research topic have been examined. Then, the theories of henri lefebvre and the theory of kevin lange, marcuse, tovey fenster, harvey, etc., as well as supporting concepts close to livability such as sustainable development, healthy city, neo-urbanism, smart growth and compact city have been examined.The findings of the article show that according to today's conditions, in most cities of the world there is a general agreement about the importance and necessity of recognizing, analyzing and explaining urban livability and the right to the city in various dimensions, but there is no consensus of opinion about the definition, standards and indicators. The most important reason for this can be seen in the direct dependence of this concept on the spatial and temporal conditions, and most importantly, the socio-economic and management background of the target community.         Transportation has always been one of the most significant aspects on the urban structure. particularly since the last century after introduction of motor vehicles and population increase, transportation is turned to one of the most critical struggles in the contemporary urban life. Also, theoretical approaches to intercity transportation had diverse course of action in different periods.        The purpose of this research is to study the course of development theories that are related to the intercity transportation through documentary research. based on existing similarities, different theories have been classified in three periods; from beginning of urbanization until 1910, 1920 to 1970 and after 1980. In the first period, the main theories on development of transportation networks are focused on, in the second, the relation between walking and riding movements and developing of motor vehicles roads is paid attention to, while in the last period, transit oriented development and sustainable transportation are investigated.        The results demonstrate that; the main changed attitude is emerged from automobile oriented transportation towards transit networks and developing of the adjacent districts in the last century, and at present the emphasis is on the effect of transportation on quality increase of urban areas and developing pedestrian oriented spaces.   Manuscript profile

        The hasty urbanism of twentieth century has been followed by various types of pollutions and present environmental changes that within this process, cities were both faulty and damaged. During the last years, the urban theoreticians and designers have thought of finding or identifying the possible sustainability backgrounds and sustainable developments in executable smaller scale, i. e. development of communities among which not only are regarded as refuges or shelters but also consists of a net of supports and social opportunities for a series of widespread leisure time, cultural and economic activities. A sustainable community seeks the increasing of social interaction and people involvement in affairs. Ecological approach toward the designing of residential spaces will originate novel views in the urban literature of twenty first century.  Such a process strives for the settlement of an interaction among the human and nature-built residential complexes. It has been decided to seek in this article the answer to this problem that what criterions have been adopted toward the primary paradigms of community designing in modern cities or the redevelopment of the Brown fields and are theses paradigms in congruency with the concepts of sustainability. This is a documentary study of theories of primary paradigms, a comparative study of first and second half of the twentieth century which implies that the adopted process for the creation of the self-reliant residential complexes to form and settle the social institution has endured within the second half.  Primary models of community have designed in the first half of the twentieth century which its idea was to create the residential complexes to shape and settle the social institution in an urban environment. Two conceptual models of this period were considered as the most common scales of community design up to the Second World War. They presented two different ways which were followed by one general goal and that were coming back to a self-dependent community.  Primary models of community design in the second half of twentieth century Physical dispersion of cities social structure downfall, insecurity of the community unsuitable use of the earth and quality decline of urban environment are part of city problems within this period. Mutual function of these paradigms with protection of ecosystems brings up the paradigms based on sustainable development. It seems that sustainable concepts have been gone from the urban village movement and are completed by new urbanism model and the related models which have been manifested within the models of eco village and smart growth. The sustainable able scales are used in the models of eco village and smart growth and have direct relationship with the sustainable community principle. Energy index is one these scales based on the optimized used of fossil fuels and its replacement by type of renewable energies. Smart growth paradigms are combined with the principles of sustainability and are occasionally mingled with them. Considering the attitude toward globalization represent the adaptations of the community designing paradigms of the twenty-first century in the contemporary movements of eco village and energy.   Manuscript profile

        Introduction and purpose of the research: Smart citizen have been forgotten in the face of smart growth theory. So that in the framework of this theory, Most planners and urban designers only examines economic indicators and the smart services in the city are and the lifestyle and culture of the citizens to give less attention. In this regard, in this study, as a multifunctional neighborhoods and neighborhood Velenjak Tehran, planned in the first area, has been selected as a case study the smart citizen indicators and factors affecting evaluated. Method: The research adopted descriptive-analytical methodology with the aim of being practical and developmental. Data were collected in two ways: library research and field studies. The garnered data were entered into SPSS software. For the analysis, Independent T test, Spearman correlation and regression were used. Findings: Research findings indicate that Velenjak neighborhood has an average level of intelligent citizens. T-test results show that Community-based index with an average of 2.58 has the lowest average and nature with an average index had the highest average is 2.40.         Background and Aim: Due to the urban sprawl in the world that has been created as a result of urban development. Extensive changes in cities and their populations have led to demographic and environmental crises. New strategies, including smart growth, have been proposed to overcome this challenge with the approach of guiding cities towards a more sustainable environmental approach. The purpose of this study is to measure the environmental sustainability of Tabriz based on environmental indicators of urban smart growth.Methods: The present study was applied in terms of purpose and descriptive-analytical in terms of methodology; And data collection was based on library and survey methods. The statistical population of the study includes all specialists and professors of environment and urban planning in the city of Tabriz. The sample size is 25 experts. Structural equation method (SEM) was used to analyze the data using Smart Pls software.Results: The results showed that for environmental sustainability in the city of Tabriz, among the environmental indicators of urban smart growth, air pollution index, green space and outdoor space with coefficients extracted based on the research structural model of 0.825, 0.799 and 0.781 has the highest and waste production with a coefficient of 0.705 has the lowest impact.Discussion and Conclusion: As a result, in order to achieve environmental sustainability in the city of Tabriz, much attention should be paid to environmental indicators of smart growth. The research method is applied in terms of purpose and descriptive and analytical. The required sample size was calculated based on Cochran's formula and Morgan's table, and according to the total number of the statistical population of the study, which is 160 people, the sample size of the study was 113 people. The data was collected using a researcher-made questionnaire. The findings show that among the regions of Ardabil city, regions 1 and 4 had the potential of a smart city with 0.33 and 0.26, respectively, and region 3 with a score of 0.20 had half the potential and region 2 as well. With a score of 0.19, they lacked the potential of a smart city. The results show that there is a significant difference between the urban areas of Ardabil in terms of compatibility with smart urban growth indicators, and the extent to which different areas have research indicators is not the same.         The purpose of this study is to investigate and analyze the requirements of smart urban growth in Tuyserkan. Building a smart city is emerging as a strategy to reduce the problems posed by increasing urban population, uneven growth and physical disruption. Smart governance, energy, construction, transportation, infrastructure, technology, healthcare and citizen form the basis of an integrated framework that can be used to examine how a smart city initiates and strategies work. The components of smart urban growth affect the social, economic and physical conditions of Tuyserkan and provide the means to reduce urban costs, improve environmental conditions and save citizens’ time. The method used in this research is descriptive-survey and the sample size using Cochran's formula is 381 people who were randomly selected from among the citizens and experts using cluster sampling. The findings of the present study were analyzed using the SPSS software. The results showed that Tuyserkan is not ready to establish smart urban growth, and despite the poor condition of urban smart growth infrastructure in the city, none of the smart urban growth processes in the city is in a good condition. Among the infrastructures of smart urban growth, electronic services with a rank of (1.92) are in a more unfavorable situation and the variables of environment and green space (2.99), quality of life (2.65), mixed uses (2.25), pedestrian (2.24) and socio-economic (1.99) are in a more favorite position than other infrastructures as far as the ranking is considered.         The increasing growth of urbanization in terms of number and population in the last two decades without fundamental changes in urbanization patterns has caused many economic, social and environmental problems for its inhabitants. In order to overcome these problems, the idea of ​​sustainable urban development and in line with it, new approaches and strategies such as smart urban growth have been proposed by urban thinkers. Smart urban growth is one of the new models of urban planning to organize the development process of cities and respond to the scattered urban growth. In fact, the smart growth strategy seeks to reshape cities and lead them to a viable community with access to a favorable environment, an integrated urban transportation system, urban congestion, and mixed uses. In the present article, the five urban areas of Marand have been studied in terms of urban land use according to the indicators of smart urban growth strategy. The research method in this article is "applied" and concerning the method is "descriptive-analytical". Using the AHP method, the desired indicators have been weighted and using the TOPSIS multi-criteria decision model have been analyzed and evaluated in the five areas of Marand based on smart urban growth indicators. The results of TOPSIS model show significant differences in terms of smart urban growth index and urban land uses in Marand urban areas. So that District 3 of Marand with a TOPSIS score of 0.1133 is in the first rank and District 5 with a TOPSIS score of 0.0128 is in the last one. Due to the inequality of areas, while paying attention to the strategy of smart urban growth in the whole city, districts 1 and 5, which are less developed, should be considered in the priority of development plans by city planners and authorities.         AbstractThe Smart Growth Approach is the second wave of growth management programs supported by many fans and serves as a set of goals and standards in local land use planning. The purpose of this research is to study and evaluate the indicators of smart urban growth in Saravan. The research method in the present study is descriptive-analytical and in terms of purpose is a type of applied research. Data collection required for this research has been done through library studies and field surveys. The statistical population was 60014 and the sample size was 355 based on Cochran's formula. Also, data analysis was performed using SPSS software (one-sample t-test and multivariate regression). The findings indicated that the physical, socio-economic and accessibility dimensions were below normal or unfavorable levels and the environmental dimension was relatively normal. The results showed that the socio-economic dimension has the highest factor load in intelligent growth in Saravan, the amount of factor load or beta coefficient for the dimension was 0.76 at a significant level of 0.000. Then, the physical dimension (P = 0.000, β = 0.69), the environmental dimension (P = 0.000, β = 0.66), and the access dimension with a beta coefficient of 0.47 and a significance level of 000 / 0 had a direct and significant impact on smart urban growth in Saravan.         Smart growth is a comprehensive strategy covering various aspects of urban development, and scenario planning attempts to focus on alternative futures using quantitative and qualitative categories. In this regard, the first and most critical step is to determine the key drivers, based on which the changes can be made to attain the goals. The present study is aimed at identifying the key effective factors for the spatial development of Rasht in the framework of smart urban growth pattern. The research method has a descriptive-analytical nature. The required data and information were gathered using both library and survey research methods, as well as the Delphi method. The interaction effects analysis of variables and MICMAC software were used to analyze the data. The results demonstrated that 55 factors are effective in the future development trend of Rasht based on smart growth, which are classified as three dimensions of use, traffic, and density. More than 62% of the factors affected each other. The dispersion plane of factors effective in the future of spatial development in Rasht based on smart growth indicated instability in the system. The results of matrix analyses and evaluation of effectiveness and susceptibility plan of the factors using direct and indirect methods determined 14 factors with the most substantial roles in the future spatial development of Rasht in the framework of smart growth pattern.         AbstractIntroduction Cities are more prone to human activity than any other place. A key function in smart growth of cities considering population growth and lack of infrastructure and land availability is to take care of physical expansion in order to respond to current needs and predict future needs of cities. Methodology This article is descriptive-analytical in terms of methodology and practical in terms of targeting. In the preparation of smart growth indicators, theoretical data has been prepared with documentary method and experimental data with survey method based on Delphi technique. The statistical population of 20 academic and research experts and specialists in the urban area has been selected by purposeful sampling. In processing the data MICMAC software was employed for structural mutual effects analysis.Geographical area of researchThe geographical realm of the study was the city of Sari. Results and discussion Fifty initial stimulators were classified into five smart growth dimensions (economic, social-cultural, bodily-spatial, environmental and access) and analyzed by using MICMAC. Results showed a matrix filling of 96.88% which indicates the strong effect of the selected factors on one another and that the whole system is in unstable condition so that most of the stimulators lie within bi-dimensional stimulators.Conclusion Twelve key stimulators: Planning policies for increasing density, revising of urban plans and making them more flexible, expansion of local management units, appropriate distribution of equipment and amenities, persuading citizens and stakeholders to take part in planning and decision making, development of neighborhoods with various functions, creating dense neighboring units, equal distribution of financial sources and loads, integrated mapping of regions, emphasizing adjacency of compatible uses, fair distribution of services in neighborhoods and using abandoned urban lands and lots. These make seven bodily-spatial, two social-cultural, two access stimulators and one effective stimulator that affects the future status of Sari. Manuscript profile
