        In the last several decades, the Persian Gulf region has become a paramount issue of international security. Various factors, such as energy resources, regional competition and the interest of super powers in the region have been the causes of convergence and/or divergence in the foreign policy of Persian Gulf Countries. Recently, however, a new dimension, Iran’s nuclear activities, has been added to the above referred factors creating a further confliction ground to already existing turbulent region. The purpose of this study is to show how the believe of the United States that Iran hides its real intention of opting for atomic weaponry under the pretext of atomic activity for merely energy production and peaceful use of it  has pushed the region into a new security phase. Thus, by accusing Iran’s purpose of nuclear activity to be directed toward obtaining nuclear weaponry, the United States in fact trying to enhance its own and Israel’s interest in the region.         Abstract: Russia has been one of the most influential actors in the technical and political process of Iran's nuclear program but there are no identical views about Russia's viewpoint about Iran's nuclear program. In order to evaluate these views the present article raises the question as to what are the factors shaping Russia's technical and political approach and behavior towards Iran's nuclear program? In response to the above question authors propound the hypothesis that Russia's approach can be evaluated within the larger framework of Russia's foreign policy and Russia's global, regional and nuclear role which is influenced by identity discourse of this country. Therefore, Russia's consideration in foreign policy is multi-aspect which include its effort for playing a global, regional role and nuclear doctrine along with international and economic factors in different period of time. Thus the emphasis on only one of these factors leads to reductionism and cannot explain the change in Russia's attitude and behavior.         Abstract: After the victory of the Islamic revolution fundamental changes took place in foreign policy of Iran. Pursuing nuclear program was one of the sign of these developments, which created a concern in European Union and as a result led to a security challenge for Iran. The fear from Iran who possesses nuclear technology drove the green continent towards a coalition with the United States and some of Iran's neighbor particularly the conservative Arab governments. With the turn in European Union foreign policy towards Iran, Iran also revised its policies towards her friends and the possible foes. On this basis the present article wants to examine the opportunities and limitations of relations of Iran with the European Union under the impact of nuclear program. The basic strategy of the European Union in regard to nuclear program is preventing Iran acquiring the potential to produce nuclear arms. With this objective in view the European Union makes use of different tools like sanctions, negotiations and supporting Iran's rival. Part of this policy making of the European Union has undergone changes under the impact of Iran's relations with China, Russia and also confrontation or interaction with the United States in medium term.         The present article attempts to examine the historical process of the relations of Iran and Latin America with emphasis on their commonalities, the causes for their support of nuclear programme of Iran and also the reason of the United States opposition to Iran’s nuclear Programme. The commonalities between Iran and Latin America like negation of Imperialism and the United States hegemony, opposition to repression and tyranny led to cooperation and mutual support of Iran and Latin America in international forums. The United States made tremendous effort to get the support of Latin American countries in its pressure against nuclear programme of Iran but what happened was that the Latin American countries in most occasions supported Iran’s nuclear programme either in ALBA grouping, non-aligned movement, in United Nations security council or as independent countries. It seems that the Latin American countries have realized that the opposition of the United States to Islamic Republic of Iran is completely political and in the direction of the United States interests. Also the relation of the United States towards the Latin American countries has similar nature. Thus the present article contrary to the claim of the United States intends to substantiate the fact that the attitude of the Western world led by the United States towards the nuclear programme of Iran is exclusively political and there are instances which prove that the United States attitude is political. The nuclear programme of Iran is an entirely peaceful programme within the framework of “legal capability”. On the other hand there exists Zionist regime of Israel which has the production of nuclear armament. It is worth mentioning that it is the only country in the region which possesses nuclear armaments. While Israel does not face any limitation or international pressure in regard to its nuclear programme it has put tremendous pressure on Islamic Republic of Iran peaceful nuclear programme and wants to destroy its nuclear capability. The position of the United States and the Arab countries of the south of the Persian Gulf is opposition to peaceful Iranian nuclear program. The question raised by the present article is why the United States tried to emphasize that the nuclear program of Iran is a threat to the countries of the region and there existed security problem? The underlying hypothesis is that the securitization of the nuclear issue of Iran along with Iran phobia project can ensure the United States strategic interests in the Middle East particularly the Persian Gulf region. The impression of the Arab countries of the Persian Gulf region has also shaped on the basis of these propagandas.         AbstractIran's nuclear program, in the eyes of the West, has the potential to lead to the acquisition of nuclear weapons. Therefore, this program, along with the anti-Westernism of the Islamic Republic, is considered a security threat to the West and especially to the United States.The West has two general approaches to limiting Iran's nuclear capability: a peaceful solution or punitive measures and military action.US President Barack Obama has accepted a peaceful solution, which is in line with the UN Charter. This view emphasized multilateralism and the role of international organizations. Negotiations between Iran and the six world powers eventually led to the signing of a "Joint Comprehensive Plan of Action " or "JCPOA" agreement. Under the agreement, Iran accepted extensive restrictions of its nuclear program, and instead lifted all UN sanctions, as well as unilateral US and European sanctions. Because the agreement was about international security, the same agreement was passed by the UN Security Council.Trump, the next president of the United States, called "JCPOA" against the national interest and unilaterally withdrew.The question is, what has the Security Council done to violate the UN Security Council? The hypothesis is that the violation of the UN Security Council by the United States is the most serious and clear example of the ineffectiveness of the Security Council in maintaining an agreement on the maintenance of international peace and security. Historical realities indicate these relations permanently have experienced very different stages. Many diverse factors have affected their relation in domestic, regional and international levels. The two countries relations in 19 century have shaped their perceptions about others goals and aims. The events of the final stage of the world war II have a very deep impact on Iranian people and government. The Soviet supportive policy in the case of Azerbaijan and Kurdistan separative movement are very important factors in this regards. Policies and activities of Communist Tudeh party has a constant influence on this relation, both before and after the Islamic Revolution in Iran. These historical legacies in Iran- Russia's relations after the collapse of the Soviet Union continue its influence on the two countries relation, that shapes the main question of this paper. the authors use descriptive- analytical methodology for their research.         The issue of Iran and the Zionist regime can be explained in the framework of the game of zero sum. It means that the existence of this regime is intolerable for the Islamic Republic of Iran and on the other hand, the Zionist regime accused the Islamic Republic of Iran as an existential threat to itself for reasons such as using Iran for its missile power and its nuclear program and significant influence in the Islamic world. In this way, this regime will take advantage of the potential and strategic capabilities of the West, including the United States. In this regard, creating a pressure to prevent the development of Iran's nuclear program is the security strategy of this regime. On the other hand, after the "deal" nuclear deal, it was promising that Iran's oil and finance sanctions would be eliminated in exchange for restrictions on nuclear enrichment. On the other hand, after a nuclear deal namely “Barjam”, it was promising that Iran's oil and finance sanctions in exchange for restrictions on nuclear enrichment will be eliminated. This agreement also reflects the consolidation of Iran as the hegemony of the region; an issue that seemed to have been accepted by the United States. But Israeli Prime Minister, Benjamin Netanyahu, condemned Iran's nuclear weapons as the worst possible outcome in the current situation.
