        The present research aims to investigate the categorizations plan of political thoughts in the Islamic world based on the proportion and position of “religion” in “modern government” as a basis for classifying the new thoughts in the Islamic world. The categorizations include the ratio of Sharia to rule in the government, the validation of political wisdom and legacy integration. A descriptive-analytical research method is applied. The results show that “religious minimalists” consider the minimal role for religion and religious traditions for the government and take the modern religion and government as a barrier to aggregate and give the priority to the government to manage these world's affairs. “Religious maximalists” consider widely proportion for religion and divine traditions in the government and they don't separate current and second world that manage them by two distinct institutions. This might ultimately lead to a decline in respected principles such as the rule of will.In addition to examining the limiting instances of paternalistic attitudes in the field of private law, this paper will investigate the contrast between such patern­ali­s­t­i­c expediencies of the modern state on the basis of promoting distributive justice, which traditionally supported the weak party in the form of commutative justice, often common in private contracts, in order to determine the incompatibility of independence and autonomy of citizens with the main issue.         In this article,the influence of religious and political institutions on the stability of governments is examined as one of the most important components of political life and also one of the main factors of the authority and stability of governments. In this study,we compare the religious and political institutions mentioned in the Shahnameh and the history of old Iranshahri,as well as the political institutions effective in the stability of governments from the point of view of Weber,one of the most important western thinkers. It has been submitted and will be paid. In this article, the method of text analysis has been used and the theory of Leo Strauss regarding the study of ancient texts has been taken into consideration .The theoretical conclusion of this article is that religious and political institutions have a decisive role in the survival of governments,but depending on the macro policies of the government,its effect on the stability of the governments varies,that is, political institutions play a role in relation to the macro policies of the governments. In an ideological government, political institutions are at the disposal of the rulers, and through those political institutions, they apply the ideology of the continuation of domination and in other words the stability of the government.In this type of government,expertise is generally sacrificed for commitment to ideology,while in democratic governments Political institutions, based on a pre-defined and organized system, work to improve the methods of good governance of the country,circulation of elites and improvement of citizens' lives. In this article, we tried to show with the help of the "chaos" model of "James Rosena" that the crises in the age of communication and globalization, which have disturbed the world order; It is the same as order, and it is the result of a series of actions with the variables of tyranny, monopoly, corruption, lack of efficient institutions, rent, weak and dependent governments, which is the reaction of chaos. Nations elect government leaders with collective participation to establish stability, prosperity, comfort, justice, security, distribution of resources, transparency, progress, democracy and stable human dignity; Otherwise, cooperation, participation, trust, legitimacy, initiative and creativity will decrease and cost, multipolarity and corruption will increase in the society.         In view of technological advances, in order to fulfill the will of society and government organizations, they must transform and modernize their structure in accordance with these advances. The purpose of this study is human resource management model based on a new government management approach. In the present study, a mixed method (qualitative and quantitative) was used to collect data. In the qualitative part, using in-depth, semi-structured interviews and using the opinions of 12 experts, and in the quantitative part, information was collected. The interviews were analyzed using three-step coding method (open coding, axial coding and selective coding). In the qualitative part, the interviews continued until the theoretical saturation was reached, and in the quantitative part, 391 clients of the Housing Bank formed the sample size and completed the questionnaires. Finally, the components of human resource management were formulated and proposed based on the modern government management approach (principle of privatization, principle of decentralization, principle of downsizing, principle of management, decentralization). Also, the present research and identification and development of components and design of human resource management model, our view on human resource management and sustainable development, is a systematic view to promote human capital, which is the main factor in differentiating organizations.
