The resilience of social-ecological systems to environmental changes such as climate change requires the guarantee of environmental systems such as water supply systems and human resources such as resource governance systems and stakeholder participation. In Iran, the International Carbon Sequestration Project, in cooperation, was initially launched in 2005 with the aim of preventing the phenomenon of desertification. Therefore, in this study, the local communities of the three target areas of this project, including Khatam, Jajarm and Oghan watershed of Galikesh and the impact of the project on the broaden of stakeholder participation were examined. For this purpose, two villages from each region were selected by simple random sampling and a questionnaire measuring the broaden participation among farmers and ranchers in the target villages was completed. The results showed that the implementation of carbon sequestration plan in the three study areas in the five dimensions studied did not increase the broaden participation to an acceptable level. Also, the comparison of the performance of the three regions showed that in Jajarm, the weakest performance and in Galikesh, the best performance has been done in order to expand the participation of stakeholders. Indicators of broaden participation were acceptable only in Ogan watershed and Khatam in 14 out of 90 possible cases. As a result, transparency of goals and expectations, presence and involvement of stakeholders, facilitation, and leadership, capacity building, power, and sourcing in all aspects of social, economic, organizational, infrastructure, and social capital have not performed well. Therefore, the resilience of ecosystem services in the three study areas will be jeopardized due to the lack of expansion of stakeholder participation. Manuscript profile

3 - Comparing the Role of Elites in the Process of Economic Development of Iran and Malaysia with an Emphasis on the Theory of Adrian Leftwich

The purpose of this study is to compare the economic performance of Mahathir Bin Mohamad’s government in Malaysia and Seyyed Mohammad Khatami’s in the Islamic Republic of Iran based on “Adrian Leftwich's” theory of the role of political structure and government in the economic growth and development of countries. The present study’s research method is library research and descriptive analytical research. Considering the common points in the thoughts of Seyyed Mohammad Khatami and Mahathir Bin Mohamad on economic development, this study examines the reasons behind the weaker performance of Seyyed Mohammad Khatami compared with his counterpart in Malaysia. The findings suggest that, despite Khatami's and Mahatir Bin Mohammad's similar economic views, Khatami was unable to fully implement his economic plans due to the lack of authority and power of the president in determining the economic policies of Iran. While the political structure and compliance of other Malaysian political institutions from Mahathir Bin Mohamad led him to move Malaysia towards economic development using his economic plans. Therefore, Iran's economic development requires a national consensus and support for established economic policies. In sum, economic development requires a calm and low-tension environment, the internal solidarity among the elite of the community, political and religious pluralism, political stability, and a culture of collective efforts. One of the methods of foreign policy analysis of the Islamic Republic of Iran is to explain the central strategies on the basis of which many actions and reactions of foreign policy can be understood and examined. The strategy of detente in the foreign policy of the Islamic Republic of Iran from 1989 to 2005 and also from 2013 until now, is one of these strategies with different titles such as "interactive developmentalist" policy and "interaction-oriented moderation" as important. The most foreign policy strategy of the Islamic Republic of Iran in those periods is considered. Therefore, the way of recognizing and theoretically explaining this strategy can help us to understand Iran's foreign policy more than before. In this article, we seek to explain the concern that de-escalation in the foreign policy of the Islamic Republic of Iran can be analyzed on the basis of what theoretical approach? Our findings suggest that the critical hermeneutic approach based on communicative action can be used as a useful theoretical framework for the study of detente in the foreign policy of the Islamic Republic of Iran. In this article, with descriptive-analytical method, de-tensioning in Iranian foreign policy based on critical hermeneutics focusing on topics such as communicative rationality and Habermas theory of communicative action, Hashemi Rafsanjani pragmatic discourse, Khatami discourse based on communicative rationality and ethics, discourse diplomacy , And the spiritual discourse of moderation and constructive interaction with the world, etc. are discussed in this article. An agile supply chain is capable of overcoming dynamic markets and environmental challenges. Therefore, the purpose of this applied descriptive-analytic research was to promote agility in project-based organizations’ supply chain. The research population consisted of a number of experienced experts at Khatam Al-Anbia construction sites from whom a purposeful clustered sample of experts from five sites were selected to participate in the study. The data collection instruments included three questionnaires the validity of which had been initially confirmed by 35 experts with acceptably high Cronbach's alpha coefficient of 0/841, 0/810, and 0/792, respectively. The first questionnaire was employed in the initial phase of the study to identify effective components in agile supply chain and the second questionnaire was employed to identify the final criteria.  Further analyses of the data through inferential statistics, SPSS and EXCEL software underscored five major factors and 28 components of agility of supply chain. Next, the data obtained from the third quesitonnaire were analyzed via Demetel Technique to determine the criteria relationships in agility model with Amos-18 software used for model fitting and path analysis. The selected components were categorized into four dimensions of competency, speed, and resilience and information technology. Having delineated the interrelationships among these dimensions and with agility, we obtained a supply chain agility model for Khatam al-Anbia construction site with good fit. The findings indicated resilience and information technology and their sub-components as the most effective components in agility with speed and aptness coming next. Manuscript profile

An important part of the macro policy process of a political system can be identified with media policy-making. This identification becomes better and more efficient when comparing the quality and quantity of policies of two different governments with two different approaches within a political system. In this research, an attempt is made to make a comparative study regarding the media policies of the two governments of Mohammad Khatami and Mahmoud Ahmadinejad. The main question of this research states that "What is the main difference between the media policies of Khatami and Ahmadinejad governments?" In response, the main hypothesis states that "Khatami's media policies affect one aspect of the mass media (the press) and this is while the media policies of the Ahmadinejad’s government have influence and power over the national media. The findings of this study show that parallel management structures and interference in policy-making in the Islamic Republic of Iran have made the governments of Khatami and Ahmadinejad succeed in one part of their media policies. A farm experiment was conducted to evaluate grain yield of wheat (Triticum aestivum L.) cultivars and elite lines in saline regions of Abarkuh and Khatam towns of Yazd province, Iran, in 2010-2011. The experiment was conducted as randomized complete blocks design with four replicates. Electrical conductivity for irrigation water in Abarkuh and Khatam towns were 8.3 and 4.5 dS m-1, respectively. Results showed that there were significant differences between two locations in grain yield, spike length and the grains per spike. The grain yield and the grains per spike for the cultivars were significantly different, regardless to locations. Shirodi cv. significantly produced lower grain yield than the others. Arg cv. and elite line MS-85-17 produced the highest grain yield in Abarkuh (4597.2 Kg ha-1) and Khatam (6149.3 Kg ha-1) towns, respectively. However, the grain yields for MS-85-17, M-83-17, Arg, Bam and Shirodi in both locations were 5053.8, 4496.5, 4982.6, 4208.3 and 2838.5 Kg ha-1, respectively. Based on the results, elite line MS-85-17 could be considered as new wheat cultivar for saline regions of Yazd province. Manuscript profile
