        One of the important tools to better present activities towards the specified goals is strategic planning. In fact, strategic planning can be used as an answer to the issues and problems that may occur in the tourism industry. In the core of tourism, such as all business activities, a "tourism strategy" should be drawn. The Meta-SWOT model is a program consisting of one title window and seven shell windows, which aims to guide decision-makers in a coherent and integrated process as well as create a ranked list of strategic priorities. Whereas decision-makers may change their assessments during a planning activity, this tool allows unlimited revisions of institutions. The present study aimed at developing tourism in Karbala city has introduced the Meta-SWOT strategic model in the field of urban tourism for the first time. The study used a descriptive - analytical method. The method of collecting data and analyzing the required information is documented and scrolling. Meta-SWOT analytical method was used to formulate a development strategy and describe the goals, resources, capabilities and environmental factors. The results showed that the most important factor in the development of tourism in the city of Karbala was the Integrated Management, the development of urban infrastructure, the existence of a suitable budget for the municipality of Karbala, the construction and equipping of suitable spaces and security and satisfaction, the holding of special religious rituals and ceremonies during the month of Muharram. One of the Mohyal clans is the Dett, who are famous among the Shiites because of the popular stories about the presence of their ancestors in the Karbala. This clan of Brahmins believe that one of their ancestors, named Sidh Datt Rai ir Rahib, participated in the Battle of Karbala with with seven of his sons. Rahib returned to Punjab after seven of his sons were killed during the uprising. From that time until now, the descendants of Rahib, in order to honor her and also the mourning of Imam Hussain, mourn together with the Shiites during the days of Muharram. Therefore, this group of Brahmins have been known as Hosseini Brahmins since the 19th century. In this article, the accuracy of this claim of the Hosseini Brahmins and the compatibility of the narratives in their history with the sources of Islamic history have been examined.         Abu al-Hassan Khaliei is one of the committed and obliged poets in Arabic literature, who has composed many beautiful poems in the praise of the Imams and the divine prophets; An idealistic writer who has always sought to realize the ideals of Islamic society and has included those pure concepts in his poetry collection. His poems have outstanding features in terms of content that caused us to consider Khaliei as one of the first-grade poets in committed literature. Khaliei in his divan describes the unique personality of Imam Hussein (AS) and Karbala and the events after it. The present study investigates the examples of Hosseini's poems in the period when poets at that time expressed their sincere feelings for the Hosseini's movement. In this article, the study of Hosseini's poems in Abolhassan Khali'i Divan will be performed by descriptive-analytical method. The findings of the research show that Abul Hassan Khaliei found a safe shelter and full power in the character of Imam Hussein (AS) in order to express his sincere feelings for the Ahl al-Bayt (AS), especially Imam Hussein (AS).         Radjaz, the epic verse, is one of the oldest forms of Arabic poetry which in the pre Islamic times included different subjects of priding on tribe or revenging or challenging someone to fight and the like.  By the appearance of Islam, there were other subjects such as eagerness for martyrdom and defense of the prophet Mohammad added to former aims of Radjaz. Thus the Islamic Radjaz was combined from meaning of Al-Jahiliyyah and sense of Islam.  It seems that the Radjaz of Ashura, the day in which Imam Hoseyn ibn Ali (peace be upon him) was martyred, is the evolution of Islamic Rajaz purified from Jahiliyyah meaning.         The purpose of the present study is to examine the reflection of the personality of Prophet Zainab(PBUH) as the flag bearer of the Karbala movement in the poetry of contemporary Christian poets. Because of his valuable personality and his decisive role in the events of Ashura and after, including the sermons he expressed for awakening public opinion, expressing the oppression of the Ahlul-Bayt (AS) and revealing the identities of the enemies, has caused many writers and poets To worship and praise him from various religions as a symbol of oppression and freedom. have been studied through descriptive-analytic method through library sources. The findings indicate that Christian poets in their poems focus more on the role of Zaynab (peace be upon him) in Karbala and subsequent events, including attending the Ashura event, delivering a sermon in the Yazid and Obaidullah, and defending Imam Sajjad (Peace be upon him), The expression of the Ashura uprising, the devaluation of the Omavi family and so on have been taken into consideration.          A city grows physically-spatially with the aim of creating an environment with a beautiful, familiar and legible identity. In religious cities, in addition to these goals, the approach of providing services to pilgrims and religious tourists can be effective in the economic growth of the city. This approach can provide economic and job prosperity and other facilities for residents in a way that they will be in perfect harmony with the sanctity and the existing building of religious cities. Economic adaptation in the spatial hierarchical system in the city must be in line with the urban context in order to be able to balance religion، housing and the economy. The emergence and formation of Karbala city shows that in recent years, urban planning and plans to align the growth of the city in accordance with the main element and index, called the Court and Shrine of Imam Hussein (peace be upon him) has not been done. The use of the approved master plan of Karbala city has been able to pay partly attention to some dimensions and indicators of the city; and by emphasizing these factors can propose and design the development process of the city in accordance with the existing climate and conditions.The research method is applied in terms of purpose and "descriptive-analytical-historical" in terms of method and nature. Capabilities and challenges of spatial physical development of the city have been analyzed by Using library resources, documents, upstream plans, using geographical systems (GIS), remote sensing and interpretation of aerial and satellite maps and SWOT analysis method. Challenges have been identified using SWOT analysis method by observing the spatial hierarchy, passages and recognizing urban nodes.The results show that the main development strategy of Karbala city should be based on the application of economic and social development programs in different parts of the city. Through this, a suitable physical-spatial development that is the result of economic and social development of the city can be achieved and the best communication route between the central core and other parts of the city is established.
