        In this study, the identification of factors affecting the preservation and revival of cultural values ​​in the historical context and Islamic buildings of Tehran was investigated. Based on this, we first tried to identify the factors related to these factors. Another purpose of the study was to determine the relationship between these variables in experts and experts of the Cultural Heritage Organization, which was extracted using theoretical topics and literature on the subject of indicators and then by conducting questionnaires and collecting information, the relationship between variables was examined. Comprehensive knowledge of social factors in preserving and reviving historical monuments and Islamic buildings in order to fully understand the culture and identity of the society in which the historical monuments are located. Such cognition can reveal different dimensions of the worldview of human beings in historical periods.The research method was descriptive and survey type and a questionnaire including demographic information and questions of main variables was used to collect information. The content validity of these questionnaires was confirmed using the opinions of experts in this field and the opinions of respected professors. In addition to the acceptable level, the reliability of the instrument was obtained after initial implementation on a sample of 37 people using Cronbach's alpha. The statistical population of the study included all experts and experts of the Cultural Heritage Organization from which 88 people were selected as the sample and the sampling method of the present study is reported to be simple random.         The purpose of this study is to investigate the relationship between sustainable social development and a sense of place belonging in Boroujerd. In order to measure sustainable social development, three indicators of citizenship participation, quality of living environment and access to resources and facilities were used. The research method is descriptive-survey according to the research subject and the population of the city is Boroujerd, which in the last census of 2016 has been estimated at 322/452 people. The sample size was determined using Cochran sampling formula of 384 people. Sampling in this study is done by cluster method. Since the city of Boroujerd has two regions, several alleys from each region and several houses from each alley are randomly selected for research. Data collection tools in this study include a researcher-made questionnaire that was distributed among the sample size and after collection; their data were analyzed using statistical analysis such as Kolmogorov-Smirnov tests, correlation and software regression. SPSS were analyzed. The results showed that there is a positive and significant relationship between all three components of sustainable social development and the sense of place belonging of citizens. Therefore, according to the results, it can be said that to improve the sense of place belonging of citizens, special attention should be paid to improving social development indicators.         From beginning of third millennium, cities of less developed countries have been captive with increasing challenges, like socio- physical infrastructures saturation, expansion of informal settlements, growth of social abnormals, increasing of socio- economical injustice, extension of environmental pollutions, and totally decrease of life quality. Meanwhile, opposite of citizenship identity and assumption of developmental unsustainable patterns because of infirmity or lack of using participatory patterns and good governance systems have reduplicated existent problems.  Method: Research method is descriptive- analytical- developmental method, that first concepts and theories are studied, then according to Iranian cities situations, research strategies have been appointed.  Results: Good governance includes of rules of power performance and resolve of discords. These rules includes of fundamental laws, common laws, traditions, administrative regulations, international treaties, and etc., that can change type of adjustment and implementation of policies decisions.         Citizenship participation leads to the prosperity of individual capacities and improving the performance of city managers and, consequently, sustainability. Hence, today, urban planners and policymakers consider the maximum attraction of citizenship participation as one of the sustainable strategies. The present study uses descriptive-analytic method to study the effective factors on citizen participation and the relationship between the amount of participation of citizens with stability in Evin and Zaferanie neighborhoods. In this research, sampling was performed using the Cochran formula and the sample population based on it. Data were analyzed by SPSS software using independent t-test and Pearson test and regression tests. The results of the research indicate that the level of citizenship participation at the neighborhood level has a significant difference. In other words, the level of citizenship participation in different aspects of the Evin neighborhood is more favorable than the Zaferanieh district. As a result of this situation and given the relation of the level of participation and sustainability of the neighborhood, Evin neighborhood is in a more favorable position than the Zafarrani neighborhood in terms of sustainability indicators. Finally, with respect to the multivariate regression test, it was determined that the factors affecting citizen participation are, respectively, institutional placement, social empowerment, decent city governance, the formation of local government and spatial justice.         The environmental problems and issues and attempt to improve the environmental conditions for humans and other creatures have been among the most important challenges faced by developing countries such as Iran for many years. It should be confirmed in such conditions that governments can’t solve all the imposed problems and damages to the environment. Therefore, some duties should be divided between government and citizens and people’s role should be changed from inactive observers to responsible citizens to improve their living environment resources. In such conditions, governors, decision-makers, and senior managers of the system won’t have any solution except alignment, engagement, and interactions to reduce the environmental problems and improve environmental indexes to rescue from these conditions. This interaction and cooperation can be studied only in the shadow of the basic and public education of members of the community of managers and officials and also resorting to the principles of sustainable development. This interaction and cooperation will be possible only in the light of the acquirable and sustainable development principles. The lack of the systematic awareness and knowledge among managers and decision-makers of the country is one of the biggest problems and challenges in this field. Thus, this research, as a developing and yet applied study, tries to examine the articles in this field and to design a policy-making pattern for civic engagement in the environmental field according to the importance of environmental plans and public engagement in developing its protection for economic plans.
