        1 - An Analysis of Land Use Changing and Opportunities, Obstacles to Growth and Urban Development (Case Study: Zabol City)

        The main purpose of this research is to analyze the process of land use change and evaluate the opportunities and obstacles to the progress and growth of Zabol city. For this purpose, ETM, TIRS and OLI Landsat 5,7 and 8 satellite images were selected for the period of 1395-1365.Then the indicators were extracted in two groups of internal and external factors according to Delphi experts.The results showed that in Zabol City most land use changes were made in the agricultural land area due to population increase and the need for housing and other urban needs. So, during the29 years of study, the lands constructed from 2578.10hectares in1365 reached 3419.92 hectares in1394.Also,the results of the Heldron model in Zabol City showed that around85% of the city's physical growth in the years 1365- 1394 was related to population growth and15% growth,related to the horizontal and sparse growth of the city, which reduced the density Gross population and an increase in per capita gross urban land. Zabol city was weak in terms of internal and external factors, but its severity was higher in external factors,but due to serious threats,Zabol city was in weak condition and its strategy was defensive. Thus, it can be said that the development of Zabol in the year1394-1365 is unbalanced, which indicates the landless changes in agricultural lands that need to guide,grow and develop the city with desirable programs.In other words,in addition to meeting the requirements of housing and other services needed by cities,they would prevent unnecessary construction.         Prioritizing issues of public spaces in cities surveyed, must be  based on modern theories of public participation, urban professionals concerned with the scientific method.Because of the different perspectives on the issues and priorities of the city, decisions must be convergent and enjoy a comprehensive coverage in order to be a priority.  The purpose of this paper is first surveying Zabol development strategies especially determining public spaces. Descriptive research – analysis, evidence-based studies and surveys library are the methods adopted in this research. The study area includes the physical development before and after 2001 as a hub of Zabol in Sistan region's population  which stands out as the first major public issue in the use of resources out of the  analysis of interviews and questionnaires, Then according to the features and characteristics of »Analytic Network Process» (ANP) Zabol issues, data classification and consequently the initial conceptual model of ANP was prepared. ANP model consists of six clusters based on common areas of Zabol (criteria / group) and 22 options (node / subgroup) which were generated using the Super Decisions software and the results were analyzed in the software field. The results show the highest preference for the public spaces of Zabol issues related to the nodes' neighborhoods bordering the city after 2001which  "has been formed and developed” (with a score of 0.795 in normalized cluster location and time). Second,  “physical access normalized”  with a score of 0.496 in the cluster: having access to the public sphere, the "alleys and streets" with a score of 0.377 normalized (with very little difference in the central market of more than ninety 0.375) in the cluster interior public spaces of the city was located. Thirdly,  " The overall vision of the natural environment "with a score of 0.837 normalized cluster utility in the natural environment,  followed by the nodes' perspectives and input symbols of the city" with a score of 0.642 normalized in public spaces around the city. Immediately followed by the node clusters "belonging to a space " by a  normal rating of 0.485 in utility cluster of natural space in clusters of six or more points, However,  the other options were located out in each cluster. Based on comparing the results of clusters and nodes (nodes) in a clustered environment favorable natural "overall vision of the natural environment" in the area and temporal location "marginal neighborhoods of the city after 2001" has been formed and developed and in public spaces around the city "perspectives landscape and input symbols of the city "for the city of Zabol in priority areas of development strategies were located and explained in this research report.         With the spread of urbanization, issues such as urban resilience to sustain cities in the face of natural and man-made disasters have come to the fore. Occurrence of natural disasters such as floods, earthquakes and hurricanes often have devastating effects on human settlements, destroying buildings and infrastructure and imposing far-reaching socio-economic consequences on communities. Therefore, in this study, the degree of social resilience in the dilapidated fabric of Zabol city has been studied with a futuristic approach.This research, using the technique of cross-impact analysis and using the Wizard scenario software, has measured the degree of social resilience in the worn-out fabric of Zabol city at the horizon of 1420. This research is based on the applied research approach in terms of purpose and descriptive-analytical method. The statistical population of the study was 30 experts and specialists in the fields of urban planning, crisis management and futures studies who were selected by purposive sampling.The results show that 15 key factors are involved in measuring the social resilience of Zabol city, for which 45 possible situations in the future were considered and designed as a 45 45 45 crossover effect matrix; Then, by obtaining the opinions of experts and based on the analysis of Scenario Wizard software, 6 strong scenarios were extracted. Out of 6 strong scenarios, 2 scenarios (Scenarios 2 and 4) are in good condition, which shows the ideal conditions for social resilience in the worn-out fabric of Zabol city, and the other 4 scenarios (Scenarios 1, 3, 5 and 6) in They are in a critical state where there is a need to plan to reduce the negative effects of their occurrence.         The city of Zabol in the north of Sistan and Baluchestan province is one of the most dangerous centers in terms of climate change in Iran. This issue has doubled the need for research on climate resilience in this city. The research is an applied study and has been done by descriptive-analytical method. Therefore, it is based on documentary studies and field studies. The questionnaire was prepared and distributed to the citizens of Zabol city with 314 people according to the subject and based on the Likert five-choice spectrum. Statistical methods such as T-sample and structural equation modeling (Amos) are used in SPSS software. Based on the results, it was found that the status of economic, physical, social and institutional indicators is in a situation below the normal or unfavorable level and the environmental index is in a relatively unfavorable situation. Physical index (-10.18), economic index (8-53), social index (6-54) and institutional index (-11.17) and the value of environmental index were equal to -1.56. Also, based on the results, the environmental factor had the greatest impact on climate resilience in Zabol city with a beta coefficient of 0.46 at a significant level of 0.007. After that, the institutional factor (P = 0.049, β = 0.37) and the social factor with a beta coefficient of 0.34 and a significance level of 0.005 had a direct and significant effect on climatic resilience in Zabol. Also, physical (P = 0.205, β = 0.20) and economic (P = 0.461, β = 0.09) factors had no significant effect. Manuscript profile

        This article has studied different periods of urbanization, both appearance , and expansion, Causes and fields, How and why of this expansion with the aim of analysis and study of the urbanization process and physical expansion of Zabol city in order to be suitable and favourable bed in applied dimension for urban planning , making decision and policy in this city and region and it will also be useful for planners. This research is descriptive-analytic method that has studied urbanization process with analogical view and paying attention to the history of this city in order to make logical decision at the present, and analyse materials by using necessary field and library studies, tables, maps and graphs.
