        District as a social colony was a place for civilians to live. This social unit that used to be the base of Iranian-Muslim societies presented the structure of ancient cities in a different form. There have been political-administrative, economic and social-cultural factors that made grow and from a district in a city. Obviously, the social and cultural factors are important because of the direct contact with social features and cultural-flourishing of a district. A district developed in the Iranian-Islamic city, functioning in that structure. It could be studied in two aforementioned aspects. Historical study and analysing of forming the district and its function could be useful in studying urban relations of Iran in Islamic period. This article by a quick review of the trend of emergence of a district in Iranian-Islamic city and comparing that with barzan in ancient Iran, has studied the main factors and social and cultural functions of the district.   Manuscript profile

        Introduction and Purpose: The citizens’ satisfaction with the services provided by Islamic City Councils and municipalities indicate the comprehensive development of urban affairs as well managers’ effectiveness and efficiency. Undoubtedly, in order to extract the citizens’ satisfaction, different aspects of the performance conducted by the Islamic City Council and Municipality need to be investigated and measured. The present study aims at investigating the citizens’ satisfaction with the performance of the Islamic Council and Municipality of Saghez in terms of different performance aspects at the end of the fourth period of the Islamic Council. Method: The method applied in the present study is a mixed one (survey and descriptive-analytical). The data collection tool was a questionnaire including 55 questions covering three aspects: a. the Islamic Council, urban services and public affairs; b. civil engineering and urban development sectors; c. cultural and social affairs. The statistical population of the present study includes all citizens older than 15 years old. Through applying Cochran’s sample size formula, the sample size of the statistical population was measured to be 381 individuals. The viewpoints of 30 experts on civil engineering and urban development were used for determining the validity of the questionnaire. Moreover, given the Cronbach’s alpha of 0.972, the reliability of the research tool was confirmed as well. Findings: In comparison to the other two aspects, the citizens’ satisfaction with the performance of the Islamic Council and Municipality was appropriate in terms of the urban services. However, the citizens had the least satisfaction with the cultural services and affairs. Conclusion: The findings of the present study indicated that the citizens’ overall satisfaction with the performance of the Islamic Council (fourth period) and Municipality was at a lower average level. Furthermore, the citizens’ satisfaction was above average for 12 aspects of the performance aspects and their satisfaction was at a lower average level in terms of 38 aspects of the performance.    Manuscript profile

                In the policy-making of the Islamic city, the principles of religion, rules and hadiths should influence the decisions and decisions of the city. In various subjects of urban planning, by extracting semantic components, the (form) of the city can be studied and also the essence of existence (meaning) in the Islamic city can be achieved based on the urban form.In this regard, the present study has explained the semantic components of the Islamic city in line with urban policy-making. The method used in this research is a qualitative method that is descriptive and analytical and information collection is done in the form of libraries and documents. Studies were carried out according to the explanation of the concept of meaning and semantics and its origin in architectural works, as well as criteria for semantic analysis of urban space to elements such as signs and semiotics, as well as art.Then, the significant relationship between meaning and signs and aesthetics in the physics of the Islamic city was investigated and in addition to expressing the nature of the Islamic city, its principles, pillars, elements and expressing the shape of the Islamic city from the perspective of theorists, an analysis was expressed in terms of semantic components. The originality of existence, the originality of nature, the knowledge of phenomena, the unity of object and mind, the two-way relationship of meaning and form. Finally, the order of existence of the object was achieved in the Islamic city. It can be said that considering the important role of the form in today's societies and the lack of attention to semantic dimensions in urban bodies, the politics of the presence and relationship of semantic components in the Islamic city can lead the space to the main Islamic ideals.Extended AbstractIntroduction:      One of the problems of urban planning in today's cities is the lack of the necessary platform for the implementation and realization of new urban development plans and programs. But now most attention has been paid to the form and physic of cities and regardless of the main meanings in Islam and only the physical foundations of the Islamic city has spread everywhere. Therefore, based on this important matter, this study examines the main components of meaning in the Islamic city and what and why it is, as well as the manner and cause of meaning in the Islamic city and also its application in urban policy-making. In order to reach the components of meaning in the Islamic city, first the meaning and semantics from the perspective of Islam and what and its origin in architectural works are discussed. Then, the pillars, elements and components of the Islamic city in the direction of urban policy-making have been studied. In order to index it, semantic components in the Islamic city have been explained.Methodology:     The method used in this research is qualitative according to the elements of the Islamic city and has been done descriptively-analytically. The method of collecting information is in the form of libraries and documents, which has been done in the Islamic city due to the question-oriented nature of this research and addressing the main questions such as what and why and the main components of meaning. In the studies section, according to the explanation of the concept of meaning and semantics and its origin in architectural works, as well as criteria for semantic analysis of urban space, elements such as signs and semiotics as well as art studies are discussed. Then, the significant relationship between meaning and signs and aesthetics in the body of the Islamic city is investigated and an analysis is given in terms of the semantic components of the Islamic city in addition to expressing the nature of the Islamic city, its principles, pillars, elements and expressing the shape of the Islamic city from the perspective of theorists.Results and discussion:      According to the mentioned cases, it can be concluded that without the semantic components in the Islamic city (which was mentioned in different parts of this study), the atmosphere of good life, which is the main goal of Islam, can not be achieved. Therefore, based on the mentioned cases, it is possible to explain the semantic components in line with the policy-making of the Islamic city.Conclusion:      In this study, the semantic perspective and attention to it, in order to find the facts in urban policy-making has been considered. The significance of semantics in the policy-making of the Islamic city and its form and determining criteria for urban space to create an environment based on the presence of the pillars of Islamic religion in the daily life of society is one of the most basic factors in shaping the Islamic utopia. The policy-making of the main factors in the city, both meaningfully and inherently, and in form and appearance, is based on Islam and its principles. In this regard, paying attention to semiotics and understanding it is very important. Urban policy-making considers signs and semiotics from two perspectives of form and meaning, which can include artistic and aesthetic analyzes. Given the important role of the physic and form in today's societies and the lack of attention to semantic dimensions in urban physics, the politics of the presence and relationship of semantic components in the Islamic city can lead the space to the main Islamic ideals. Thus, when paying attention to physical factors (for example, the construction of mosques and its relationship with other urban areas), the issue of meaning and concept in the nature of phenomena should be considered to be able to use appropriate urban policy to the utopia of Islam acquired. An index is an objective or conceptual tool with or based on which the Islamicity of existing and proposed urban plans can be tested and based on them, executive solutions can be proposed to improve the current situation and planning in line with urban policy-making and design of modern Islamic cities.         The city in the Islamic period, in terms of structure, was the continuation of Sassanid era urban planning, and its physical elements are mostly taken from the rich culture of Islam and indicate the Islamic civilization. Qazvin is one of the cities of the Islamic period, the core of which was formed during the Shapur rule, the Sassanid king, and gradually developed and expanded. This city, in terms of its special geographical location, has been the focus of various governments since the pre-Islam era, and its location on the east-west and north-south communication highways has guaranteed the survival of the social, political, and economic life of this city. Knowing the characteristics of such cities can be useful in gaining a deep and broad insight into the social and political history of Iran in the Islamic era. Historians of the Islamic era have examined the city of Qazvin from various aspects. In this article, an attempt has been made to study the characteristics of the urban context of Qazvin from the historical point of view and archaeological research, as well as the communication routes of this city with neighboring areas based on historical sources. The main question is to what extent the historical information corresponds to the features of this city. The results of this study and the field visit to the city show that the urban context of Qazvin is largely consistent with historical sources. The field surveys and studies carried out and their comparison with archaeological research showed that the city underwent many changes in the late Islamic era, in such a way that during the Qajar period, as well as in the Pahlavi period, the urban context was expanded and modern buildings were built in the city.         With the rise of Islam and the conquest of Sassanid cities by Muslims, the fate of political, economic, religious and physical structure of these cities were greatly changed. This article explains spatial changes created with the rise of Islam in Sassanid cities based on the case study of Bishapour. The results show the breakdown of the Sassanid class system in the social structure of the city. That means in the early centuries of Islam, because of equality and Islamic brotherhood, texture of the city was changed and in quantitative terms, there was strong growth in housing of the poor class and lower class accede to elite spaces that previously belonged to upper class in Sassanid city. Social discrimination derived from Zoroastrianism disappeared largely from Bishapour in Islam period. With the increase in Muslim population and the power of rulers and the establishment of Islam in the country and relative security, Islamic thinking and worldview shows itself clearly in the urban spatial structure in the late third and fourth centuries. Arrangement of buildings in urban spaces and the urban spatial structure in Islamic period changed according to Islamic ideology and necessities. At the same time buildings such as Grand Mosque, Madrasa (school), Caravansary and Bazaar entered the urban context. In conclusion it must be said, urbanism in Islamic period, is created from transformation of the urban spaces of Sassanid period under the influence of Islamic thought. Manuscript profile

        Accordıng to Act 7 of the constitution, the Islamic cıty councils must continuously supervise the performance of munıcipalitıes such as their programs and projects; therefore this dissertation tries to evaluate the constructional projects of TabrizMunicipality divided into three categories: roads, buildings and civil facilities. The evalution involves three dimensions: supervision before implementation, supervision during implementation and supervision after implementation. The survey population is the eight areas of the Municipality. The sample number is 31, the measurment instrument is a questionnaire, and the research is a correlational one.         Islamic city councils are among the most effective elements in the urban management system and enjoy important roles in managing cities. Accordingly, investigating the performance and determining the degree of the success of city councils in urban management enjoy specific importance; therefore, the present study is to investigate and analyze the degree of success and performance of the Islamic City Council of Jiroft in economic, social, environmental, physical, and executive dimensions. The research method was “descriptive-analytical” conducted through the “survey method”. In this research, collecting information was conducted using questionnaire and analyzing data was done through the SPSS software at two descriptive and inferential levels. The results of the research indicated that the performance of city councils in the urban management of Jiroft is from moderate to high level. The results obtained from the Chi-square test also illustrated that the high performance of the Islamic City Council of Jiroft is moderate concerning executive, physical, and environmental dimensions; while it is poor in social dimension, and high in economic dimension.   Manuscript profile

        Creativity is one of the influential variables in improving the performance and livelihood of cities; and amongst all, leadership is one of the most important ones. The purpose of the study is to investigate the relationship between creative leadership and urban creativity. The study shows that creative leadership is an important and influential factor in the formation of a creative city and citizens’ creativity. In fact, the researchers investigate the relationship between creative leadership and the variables of creative thinking, creativity of urban environment, creative urban planning and supporting novel and creative ideas; then they discuss its positive role using a multi-level creative leadership model with urban creativity and innovation. Moreover, the researchers investigate the importance and necessity of planning from the Islam’s point of view and the role of managers and leaders from the perspectives of the Innocents in societies and emphasize their importance in establishing the Iranian-Islamic creative city.
