The Kurdish newspaper, was the Official language of the Republic of Kurdistan and the KDPI, that led by Ghazi Mohammad, and are therefore one of the valuable sources for reviewing, analyzing, and criticizing the events of this period.Based on the qualitative discourse analysis model of Norman Fairclough, this article analyzes the discourse of Anti- government in the experience of the Republic of Kurdistan by examining articles published in the Kurdistan newspaper.The main question is whether is there a political discourse of anti-government in the Republic of Kurdistan? According to the results, the experience of the Kurdistan Republic is a part of the results of the despotism in Iran during the Qajars and Pahlavi regimes. Hence, the main discourse of the republic is freedom and democracy, and, then there is Kurdish nationalism in the pursuit of autonomy within the political framework of the Iranian government.The approach of the Republic of Kurdistan has not been an anti- government.         Saadi is one of the poets who has raised the concern of governance in his poetry more than others. In interaction and confrontation with the rulers, he has presented several factors that are effective in stabilizing and consolidating as well as the decline and fall of governments. In this article, we tried to investigate the dual variables of the strength of the government and its decline and fall in the textual and extratextual layers of Saadi's works and his deviation from the common and existing customs with the model of Skinner's hermeneutic method in order to get a precise understanding of the foundations of his thought. This research was done with descriptive method and content analysis and hermeneutic study of Skinner's text. In this research, we came to the conclusion that Saadi, being familiar with the fields of theoretical thought, including the norms of the Qur'an and Hadith, and the social norms before him, while understanding the existing practical conditions regarding social political issues, had an avoidance of norms and in many cases, both explicitly and implicitly. The participants of this research included all those who were in the field of development and had a book, article or research effect. Using a targeted and information-oriented sampling method, 15 of these people were selected as contributors. The results of the research show that the contributing experts in this research consider the role of internal barriers in the underdevelopment of the country more important, and the main reason for them is "internal mismanagement" and the lack of "decent management" and the lack of proper managers and the lack of a development-oriented government is also due to the fact that it will intensify and continue. The peak of the rentier government can be seen between 1353 and 1356. The Pahlavi government was a rentier state because it regularly received huge amounts of foreign rent. Therefore, Iran's oil revenues have little connection with the domestic economy and the domestic labor force. In fact, with the increase in oil revenues, the Pahlavi regime's independence from the domestic society reached such a degree that the government began to change the social structure and created support groups for itself and created supporting groups for himself and weakened opposing social groups such as marketers and clerics, which was one of the reasons for the formation of the Islamic Revolution in Iran. Therefore, the question of this article is what effect did the structure of the rentier government have on the collapse of the Pahlavi government? And it is also the hypothesis that following the increase of oil revenues of the Pahlavi government by creating an absolute political structure and destroying the capacities and foundations of the production-oriented economy and based on tax revenues, it provided the basis for political, social and economic dissatisfaction and ultimately the collapse of the political system. The purpose of this research is to discover the image of the most key competencies required for the development of human resources of the people's government until the horizon of 1404.Since exploring the mental world and experiences of people and extracting their attitudes requires the use of qualitative research methods, the grounded theory method was used to conduct the research. Semi-structured interviews were used to collect data, and after reaching theoretical saturation, necessary data were collected and analyzed by conducting interviews with 35 qualified officials. data set collected after the process of continuous data comparison and open, central and selective coding, in the form of 393 primary codes, 31 concepts, 11 categories and 5 classes, "image of human resources competencies of the popular government in the horizon of 1404" organization became.
