Abstract :
The university plays a vital role as a subset of the higher education system as a center for training and preparing efficient, competent and skilled human resources to meet the needs of society in different fields. Unquestionably, it can be said that the university as one of the institutions of modern society has played a very important role in contemporary political-social developments since its inception, which is why one of the main concerns of the state, university control And its use as one of the ideological devices for implementing such functions as legitimizing the political system, maintaining solidarity and conflict prevention. Our universities have a special position, on the other hand, they are stuck in the grip of power, which is the main symbol of the state. On the other hand, the state cycles are not balanced and there are fluctuations in it. Managers are highly variable. The state's high government presence in the university, with its discursive discourse, causes the university to fluctuate. So that during the Pahlavi II era and after the Islamic Revolution, the government controlled the university through influence on the board of trustees, there were acts against professors and students and control through the supervisory bodies, which is contrary to the principle of university autonomy.
