The reality is that all nations try to expand development through pre-plan programs. That is why offering a key and basic plan as a road map by nations cannot be easily ignored. What is considered as a share part in the nations programs is to focus on economic programs, in other words, concerning to economic issues in development Plans is one of the requirements and policies of development plans of a country. This paper has examined the economic sector of the third and fifth development Plans with discourse analysis. In this study discourse analysis of Laclau and Muffe were used. Third development plan relates to the reformist discourse. It emphasized on the signs of "economic relations with foreign countries", "decentralization of government" and "the participation of non-governmental sector (private and cooperative)", while in contrast, the fifth development plan relates to fundamentalist discourse. It is based on sign of "resilience economy", "targeted subsidies", "tax and public incomes", "modify consumption patterns" and "Islamic economy".

Privatization as an effective and efficient process of economic growth and increasing efficiency in the present era has been welcomed by many policy makers in different countries of the world, and this process has also brought economic growth in the economic spheres in some cases. The present study examines the Fifth Development Plan materials and clauses in terms of some policies that encourage or facilitate privatization using the secondary analysis method. We believe that undesirable effects, such as income gap and poverty, are affected by incomplete or ineffective implementation - of privatization. Accordingly, following the implementation of privatization policies during the previous programs and consequences of these programs as well as during the implementation of the Fifth Development Plan, the gap between 2011 and 2013 has been incremental and there are geographical disparities in the distribution of facilities. Poverty alleviation during this period has not been satisfactory. Today, science and technology policymaking has become one of the most important components in the development programs and documents of countries. Therefore, the present study investigates the discourse analysis of science and technology policy in the fifth development program with the discourse analysis method of Laclau and Mouffe. The studied population was all the articles, clauses and notes included in the law of the fifth development plan, which were studied as a whole. The findings show that the discourse of science and technology policy in the fifth plan law is surrounded by meanings such as "commercialization of knowledge and technology", "targeted material support" and "professional competence". The floating sign of human empowerment is "idea-centric". Around the central sign, there are null signs in the discourse of the fifth development program of "negation of internal dependence" and "educational justice" which, despite the hegemony of the "universal-centered/world-centered" of the West, create the conditions for breaking the construction of the dominant hegemony. culture-oriented/landscape-oriented" have provided.
