         Background: Nowadays, the municipality is one of the most important institutions of urban management in social and political structures which is influenced by the information and communication revolution. ICT is considered as a powerful tool for acceleration of and instant access to the e-municipality. The e-municipality and utilization of ICT by public sector can be coordinated in order for becoming exclusive service provider, encouraging the citizens to participate more in decision making and creating an increase in accountability, transparency and effectiveness components in government. Purpose: In this research, while the theoretical foundations of the e-municipality were being investigated, the proper establishment of ICT (along with solving the challenges and obstacles in this area) was considered as a powerful tool for access to the e-municipality. Method: Purpose wise, the study is classified as applied research and in terms of data collection the study is considered as descriptive research survey. Data collection method was cross sectional via questionnaire. The statistical population consisted of all of the employees and managers in Abyek among whom the questionnaire was distributed. In order for data analysis, SPSS  and SmartPLS were utilized and measurement model was evaluated via partial least squares regression technique and SmartPLS. Results: Because the T value for the research paths is greater than 1.96, It can be concluded that all of the paths were significant with error margin of 0.05. Results indicates that the implementation of ICT (through solving the challenges and problems identified in the field of IT) has a positive impact on e-municipality with respect to employees and managers in the Abyek. In addition, all the indicators of the measurement model and the corresponding hypotheses paths were confirmed. Conclusion: Due to significant amount of problems identified in the field of IT in developing countries which have led to unresponsive implementation e-city models, these countries by solving these challenges are required to develop their own particular model for the implementation of e-city Manuscript profile

        The present study investigates the instruction of the citizenship culture emphasis on religious teachings and e-citizenship. components to the Guidance School students with the sample of the of 283 faculty members of district 4 Islamic Azad University and that of public universities in Yazd, Isfahan, Tehran, Mashhad and Shiraz which were Humanities science, sociology and psychology professors. 103 were chosen for the using random sampling method. A questionnaire with a 5-degree Likert scale was used as the data collection method. Face and content validity were used to determine the validity of the study. The 0.95 significance of the measurement tools were calculated through Cronbach's alpha coefficient which indicates a high significance of the tools. The Data analysis procedure included two levels of descriptive statistics (mean, standard deviation, and variance) and inferential statistics, included factor analysis, T, KR21(x^2) and LSD tests. The results of the study showed that regarding the dimension of electronic citizen, the components of “getting to knowhow to confront abnormal behaviors and electronic violence” (with a significance of 0.636), “getting to know how to protect authors? rights and the consequences of rule violations” (with a significance of 0.635) and “how to learn using networks” (with a significance of 0.440) again had the highest and the lowest coefficients. In the religious teachings dimension, the component of honesty (with a significance of 0.70) and “individual hygiene” got the highest and the lowest coefficients. No significant differences found in answers to other demographical dimensions. Manuscript profile

        In Islamic-Iranian citizen’s area, the fundamental objective in ‎Perspective Document for Iran has been defined as "to meet religious democratic society with the use of IT in order to facilitate and achieve social justice, promotion of life quality, and citizens' moral and scientific virtues development. Using fuzzy analytical hierarchy process (FAHP) approach, this research, focusing on five dimensions, namely technological, legal, managerial, cultural and educational infrastructures, intended to classify influential criteria in enabling e-citizens. The research method was descriptive survey and structured questionnaire was used for data collection. Results indicated that technological infrastructures were of greater importance than the others. Also, among the sub-criteria, factors such as internet networks and bandwidth extension, charter and regulations compilation in IT area, the existence of expert and experienced IT managers, privacy security awareness increase, providing infrastructures for schools (software and hardware), number of IT experts, and interaction training in internet were recognized, respectively, as enabling factors in e-citizens training.         The development of information and communication technology in society, which is blended in people’s everyday lives, has changed the society to electronic society. In order to go hand in hand with E-society, our country should pay special attention to E-citizen education issue in which educational and curriculum system has a key role. The present study was to explore E-citizen status in the book Kar and Fanavari (work and technology) for the sixth grade. The study was of applied nature, using quantitative method and content analysis. The analysis units were sentences and images. The measurement tool applied was E-citizen’s skill and education standard for the IT curriculum development of the state technical and vocational training organization. The standard consists of three main components: a) basic computer knowledge and skills, b) data searching knowledge and skills, and c) E-participation and citizenship. Descriptive statistics (frequency, frequency percentage and tables) was applied to analyze the data. The results revealed that 80.05% of all the sentences and images of the book are related to basic computer knowledge and skills, and 10.22% are related to the data searching knowledge and skills. The book does not contribute to the E-participation and citizenship component and there is no such sentence or image as related to it. Besides, 9.73% of the sentences and images of the book are allocated to irrelevant components. Manuscript profile

        The aim of this study was to analyze the content of the eighth grade workbook and technology (junior high school) from the perspective of e-citizen characteristics. The purpose of the research was applied and the method of its description was descriptive of content analysis. The statistical population was the eighth grade work and technology book (first year of high school) approved by the Educational Research and Planning Organization (2019). A complete census was used to sample. Data collection tools, checklist 10 questions based on the e-Citizen e-Citizen's Skills and Training Standard (E-Citizen) Group of Information Technology Curriculum Planning and Technical and Vocational Education Organization (2009) in three components of basic computer knowledge and skills, knowledge and information search skills, He was an electronic citizen. The checklist validity was confirmed by the triangulation method and its reliability was estimated using the Cope Cohen method, and the coefficient of agreement obtained, which was equal to 0.602, showed the level of agreement between the two experts as "significant". the feature of "basic computer knowledge and skills" with an average rank of 2.63 had the most attention and the feature "participation and electronic citizen" with an average rank of 1.13 had the least attention.
