        Immigration of cultural elites to developed countries has always been important issues in society of Iran. This research is designed to study the attitude of cultural elites for immigration to developed countries. The theoretical framework based on “Pull and Push” theory. This study tries to examine the theory in four aspects including economic, political, social and cultural dimensions of immigrant motivations. The methodology of the research is mixed of quantitative and qualitative methods. The statistical sample covered professors, PH.D and M.A students of universities of Tehran and 405 cases has been chosen as a sample size from universities. In addition, 30 cases are selected for deep interview for qualitative method as well. The finding shows attitude of cultural elites are related to all four aspects of immigrant motivations. The cases evaluated the developed countries for immigration has been evaluated appropriate and besides their country of origin has been evaluated inappropriate situation. It hints the theory of pull and push as a suitable explanation of immigrant elites. The multiple coefficient certainty explained 23 percent variances of cultural elite attitudes as a dependent variable. Manuscript profile

         Economic development requires investment in various sectors, including agriculture. Without investment, employment growth, production and socio-economic prosperity cannot be expected. Many developing countries and Iran are facing a shortage of capital and financial resources and need to attract foreign direct investment to compensate for their lack of capital and financial resources. The purpose of this study is to identify the effective indicators of the economic factor in attracting foreign investment. The statistical population of the research includes parliamentarians, elites active in the field of financial economics and agriculture, and a group of professors who specialize in both academic fields and are related to foreign investors, and there are a total of 100 people. The results of the research show; Of the 21 indicators studied, all economic indicators are effective in attracting foreign investment, but the "degree of market economy" or the principle of free trade is the most important. Then the indicators of "increasing the profitability of agricultural activities", "exchange rate stability" and "domestic financial market stability" and the three indicators of "agricultural sector growth rate" and "domestic private sector investment in agriculture".         Abstract: The purpose of this research is to achieve some of the hidden angles of contemporary Iranian history during the Qajar period, based on the reports that have been given in travel memoirs of foreigners. This article is based on the method of qualitative text analysis and it attempts to review the texts of foreign travel memoirs and extract data, concepts, topics, and ideas for interpreting the events of this period. According to the findings of this paper, Qajar elites were those who tried to make changes in the country's progress, but failed because of the government's ineffectiveness or the influence of the state or foreign intervention.
