        Todays, the governments have to design a model to attract and develop human and nonhuman capitals and self-sufficiency in employment and earning money, in addition to identify entrepreneurial government and good governance, to be able in efficient and effective enterpreneurship. it is necessary to provide the strategies to implement the model designed.accordingly, the aim of this study is to present a hybrid model for entrepreneurial government and good governance and provide implementation strategies in the body of the government of Islamic Republic of Iran. The method of this research is objectively applied and in terms of data, it is an exploratory mixed one, and a self-emerging and data driven in terms of the nature and type of study. The statistical population contains all PhD experts including 30 managers in Islamic Azad University. Measurement tool is a semi-structured interview form based on open and axial encoding sent to the experts. At first, 2 dimensions, 23 components and 145 indicators are held to provide the research pattern and then interviewing with the government experts to collect more data, achieve theoretical saturation.         The impact of a free press on development may never have been properly assessed. It is very difficult, if not impossible, to calculate such an effect. However, the purpose of this study is to investigate the impact of media freedom on the Human Development Index (HDI) in a group of 21 countries in Southwest Asia in the annual period from 2002 to 2020. To investigate and measure this relationship, the dynamic panel data econometrics method and the generalized two-stage system torque (SGMM) approach have been used. The results of the specified model show that media freedom has a positive and significant effect on the human development index and with one unit increase in the media freedom index, the human development index increases by 4.290 units. Also, other variables of this study, such as GDP per capita and the number of Internet users, increase the human development index by one percent to 2.290 and 6.101 units, respectively, and therefore a positive and significant relationship for both variables was obtained. In addition, the variable of the corruption control index has a negative and significant effect on the human development index and with one unit increase in the corruption control index, the human development index will decrease by 0.006 units Manuscript profile

        in order to attract and develop material and human capital and achieve self-sufficiency in employment and earning income, in addition to identifying the characteristics of an entrepreneurial government and a good ruler, governments must design a model so that a good ruler can be efficient in the field of entrepreneurship. To be effective, the purpose of this study is to provide a combined model of entrepreneurial government and good governance in the body of Iran. in the qualitative dimension of the field experts with a doctorate degree in public administration of University is 33 people and in the quantitative dimension, the general managers of government executive bodies is 400 people. The sample size is 30 people in the qualitative section and 196 people in the quantitative sectionThe assessment tool in the qualitative section is an interview form that was prepared based on open and axial coding, with 2 dimensions, 23 components and 145 indicators. In the quantitative part, the interview form was converted into a questionnaire by the researcher and analyzed using a confirmatory factor test, which was approved with a difference of 6 components and 38 indicators. Findings of the research in the qualitative part showed that the combined model of entrepreneurial government and good governance in the body of the Islamic Republic of Iran consisting of 2 dimensions with 23 components and 145 indicators, the result of the qualitative dimension was confirmed that 6 components and 38 indicators in The quantitative dimension is less than the qualitative dimension Manuscript profile

        The shadow economy (SE) is a pathological normalcy, not only in developing countries but also in developed ones, causing disagreeable distortions in the real economy. The causes of the shadow economy can be traced back to actors who operate outside the formal sector to reap the benefits. The way these actors work can both affect the quality of governance and affect it. The right to comment and accountability, political stability and non-violence, government efficiency, the quality of governance laws, the rule of law and the control of corruption are indicators of governance evaluation in this regard. Therefore, in this study, using Hishao causality method, the causal relationship between these indicators with the shadow economy in Iran during the years 1995 to 2017 has been investigated. Findings show that government efficiency, rule of law and control of corruption have a two-way relationship with the shadow economy and the indicators of the right to comment and accountability, political stability and non-violence and the quality of governance laws have a one-way relationship with it.         Entrepreneurship has been the driving force of economic activities that need to be financed. Institutional quality (corruption control and trust) and financing have always been serious issues for entrepreneurs to start a business and develop entrepreneurship. This study examines the interactive effect of corruption control and financing as well as the interactive effect of trust and financing on entrepreneurship development in selected Mena countries (Algeria, Iran, Jordan, Morocco, Oman, Qatar, Saudi Arabia, Tunisia, Turkey and Iraq) during the period ( 2019-2005), has been paid. The research method is descriptive and the data were obtained from the Global Entrepreneurship Watch, the World Database and UNESCO, and the panel data approach was used to estimate the models. Cross-sectional dependence and variance heterogeneity tests as well as F-Limer and Hausmann tests for choosing between least squares methods were performed by fixed effects method or random effects and the model was confirmed by fixed effects method. The results show that institutional quality and funding sources have a positive and significant effect on entrepreneurship development. Therefore, the development of institutional quality reform can affect the development of entrepreneurship. Manuscript profile
