        This paper introduces a fuzzy-based model for analysis of organizational structure. This model has threestages. In the first stage, it applies a fuzzy system to obtain the desired structural dimensions (system’soutputs) based on the contextual dimensions (system’s inputs). According to management literature the mostsignificant structural dimensions consist of formalization, centralization and complexity and the majorcontextual dimensions are strategy, technology, environmental uncertainty and size of organization. In thisstage, the model estimates the present structural dimensions too. In the second stage, the model presents afuzzy system to determine the mechanistic and organic aspects of organizational structure (theoreticalstructure), which is estimated for both of the desired and present status. In this stage the system’s inputs arecomputed structural dimensions in first stage and its out put is theoretical structure. In the new era of teleworking can serve as a development factor productivity in organizations. Among the factors that could cause growth and improve the performance of telework, will be of utmost importance. Because these factors with effect on teleworking, can cause growth and excellence in Provide organizations. On the basis of this study, the factors affecting the performance of Telework in the Taxation Affairs Organization and General Directorate of Economics and Finance in Tehran were discussed. In this study, the methodology of the survey. The Statistical Society, including experts and managers of General Directorate of Economy and Finance and Taxation Affairs Organization of Tehran province that is somehow associated with teleworking. They completed 127 questionnaires. The collected data was analyzed by SPSS software. The results of hypotheses testing showed that Dimensions structural, behavioral and contextual organization a significant positive effect on improving the performance of telework in the Taxation Affairs Organization and General Directorate of Economics and Finance in Tehran.         Owing to the key role small and medium enterprises play in achieving social and economic goals, it has become gradually more vital to scrutinize their performance. Human resource development via expanding organizational and employees’ capabilities guarantee survival and functional improvement of such companies. This descriptive mixed-method research was thus undertaken to identify the dimensions, components and indicators of human resources development in SMEs and explicate the factors affecting it based on the three-dimensional management model. The research sample in the qualitative phase comprised a panel of 25 professors and experts from different universities and industries selected via snowball sampling procedure. In the quantitative phase, the research population comprised all manufacturing organizations and companies with 10-99 employees and operating under the name of SMEs. Using a two-step purposeful cluster sampling based on geographical distribution and the company’s orientation, nine provinces and two randomly selected cities in each province were chosen to form the cluster sample of 384 workshops. The research data were collected via interviews with experts that were analyzed using the Delphi technique to form the 50-item questionnaire which was employed in the quantitative phase. The research data were further analyzed using Mic Mac Software to locate the identified variables and exploratory analysis was conducted to define the components that were effective on human resources.     Manuscript profile

        In this paper a fuzzy-based approach for selecting a suitable organizational structure is introduced. The model is developed according to contingency approach. To do so, five stages are considered. In the first stage, a fuzzy system whose inputs are contextual dimensions is presented. These dimensions are technology, strategy, Environmental uncertainty, and Organization size. This system's outputs are the types of organizational structure. In the second stage, inputs and outputs are fuzzified. To do so, the triangular function is applied. Inference rules (inference engine) are developed in the third stage.
