  This research titled "Sociological Explanation of the Role of Civil Institutions in Establishing Local Democracy in Tehran in 1395 "And by survey method using a questionnaire tool. Nowadays, due to the wide and complexity of urban issues as well as the acquisition of various experiences in terms of realization of urban projects and programs, attracting popular contributions in order to achieve the desired goals of local communities, On the one hand, experience has shown that the realization of participation in its true sense requires institutionalization and sustainability of participation, which is symmetrical with the formation of the spectrum of associations and institutions of society, in other words, the expansion and Deepening of public participation requires organizing, institutionalizing and creating appropriate structural conditions. There was a meaningful relationship between civil society and civil society, but there was no significant relationship between civic institutions and management participation, participation in decision making, and consulting participation.   Introduction and Objective: Rapid and uncontrolled growth of population in major cities, and consequently the needs to large-scale housing, on the one hand and preventing the spread of the cities horizontal landscape, on the other hand, made the high-rise building construction as an essential solution to the land problem. Hence understanding the available opportunities in the construction industry, particularly in high-rise building construction could cause identifying favorable opportunities to develop entrepreneurial in upstream and downstream industries of high-rise building construction. This study seeks to answer the question of what entrepreneurial opportunities are in high-rise building construction industry, in the city of Tehran. Methods: This study used research methods of combination techniques and Morrison recitatif analysis.In the qualitative part, 20 experts were interviewed and focus group meetings were held. In the quantitative part, inorder to identify entrepreneurial opportunities in the the high-rise building construction industry in the city of Tehran, a questionnaire based on Ulwick model with two measures of "satisfaction" and "significance" was designed. After approval of relevant experts in the field, the questionnaires were distributed among industry participants and then collected. Findings: After approval of relevant experts in the field, the questionnaires were distributed among industry participants and then collected. the end, the results shows that entrepreneurial opportunities lies in "providing technical trainings for technicians and workers" , "providing professional trainings for senior-level project management and construction" , " Identifying and recommending the intelligent building management systems to industry participants" , "providing professional training for the operation and management of buildings", and " Development of business-oriented research and development (R&Ds) and introducing new specific technologies and equipments to high-rise building construction industry. Conclusions: The results show an increase in demand in the construction industry in today's society and the tendency of consumers to use the service, one of the sources of entrepreneurial opportunities are identified and Service.   In this research, carbon monoxide as one of the pollutants in the city of Tehran was studied during the execution of Comprehensive Plan for the Reduction of Air Pollution (1999-2005) to evaluate the success of the said plan in lowering this pollutant. To this end, statistical data of the Air Pollutants Measurement Stations in Tehran were analyzed using the Excel software in which the daily level of carbon monoxide was measured and then based on the daily rates, the relative monthly and annual rates were calculated. Studying the trend of changes in the city’s carbon monoxide level, it can be concluded that the execution of this plan has not been effective in lowering the level of CO pollutant to the expected extent, but due to the increasing trend in the number of motor vehicles, considered to be the main source for producing CO in the city, the plan has been able to prevent the increase of this pollutant. Due to the stable trend of changes in the CO level in Tehran and also to the dissatisfaction with this trend, the researchers tried to review the Comprehensive Plan for the Reduction of Air Pollution which has been executed since 2000 so that the success of the plan in lowering the level of CO pollutant can be witnessed in the remaining years of the Plan (2006-2010).   Environment and natural resources as a pavement of sustainable development, is considered as a supportive factor for natural life and cultural heritage of the human society. The increasing growth of population has caused the necessity for job substitution services. Limited resources and lack of capable pattern for development have caused a lot of pressure on environment and restoring natural resources. Destruction of environment and natural resources has attracted the attention of planners and policy makers as a global problem. The trend of environmental destruction and natural resources of our own country is not an exception from this rule. Education is recognized as a profitable investment in development process, especially sustainable development and establishing changes and reforms in order to prevent the destruction of the environment and restoring natural resources. One of the important accelerating factors is public training especially educating students. This process only would take place if the training and education is compatible with the right conditions. For this purpose, this research has been delivered on high school level students of the city of Tehran to find out their knowledge and awareness about the environment and protecting it. Population of this study is about 470,000 students. This is an applied research with the Descriptive-Correlation method. A questionnaire was used to collect information and data. Data is analyzed by using SSPS software. The results obtained from Spearman Correlation coefficient between independent parameters of age, parents education, listening to the radio programs, watching the television programs, having access to forest and green spaces, studying books about environment. With the related parameter of students’ awareness about environment indicated that, there is a significant relationship between mentioned parameters. The obtained results of individual effects of independent parameters on related parameter through the tests of Keruscal-Walis and Man White Nee, indicated that the independent parameters method of acquiring information, using of magazines, participation in related activities, participation in educational classes and membership in environmental organizations, have direct effects on students’ awareness about the environment. However, the parameters of genders, educational achievement, educational field, deferent student organizations and being a member or not having a membership in students’ organizations have no effects students awareness about the environment. The obtained results of total effect of independent parameters on dependent parameter of students interest on environment through multiple regression indicated that the parameters of studying environmental books and journals have had positive effects on students awareness about environment.
