  Purpose: The world is rapidly going towards modernization and areas of application of information technology in the contemporary world and expanding rapidly. Libraries are not exempt from these changes and now we are living in a period of great transformation that reflects the changes in university libraries which can be observed. The aim of this research is to study the status quo of use and application of information technology in the academic libraries of the Ardebil province . Methodology: A survey research method was used and the data was collected by a researcher - made questionnaire. The survey consists of 54 academic libraries. Ninety eight personnel  participated in this research. Findings: The results showed that, the most important IT-based information services  offer users online access to databases (53/7%). The training courses were held for users ICDL (53/76 percent). Other results indicated that the most important factor in the application of information technology is training librarians in the use of information technology (By means of 4/95) and the most important difficult barrier is taking advantage of the shortage of IT technicians of libraries (By means of 4/97). Conclusion: The results revealed that the amount of IT & hardware and software equipments of libraries were not satisfactory, and the most difficult barrier was lack of major technical experts in the use of information technology.   Formulation of development strategies, identification of capabilities and shortcomings, and determination of the level of development based on appropriate indicators are necessary for effective regional planning. This study aims to use the component-oriented approach to evaluate the development of Ardabil (according to various aspects of development). This study has analyzed the developmental condition and comparative comparison of the parameters of different parts of development in Ardebil province using 60 indicators (in sectors of health, infrastructure, cultural, and economic). The research method is descriptive-analytical using a Multi-attribute technique for data analysis. Following the overall results achieved, the developmental condition of Ardabil province was unbalanced and this situation proved to be evident in various developing sectors (health, infrastructural, cultural, and economic). Following the results of the parameters of development in SAW, the highest average development of Ardebil is the cultural elements. Part of our country, due to its geographical position has certain specific patterns in shaping human societies and has no peer between provinces. hence, we believe that the proposed development patterns and planning have adopted and measures taken in the field of urban development in this province, has arrived a lot of damage on corpus of economic,cultural and social of Guilan. This result lead to search causes of the relative lack of success in urban development and failure of the formation of places of residence,so we found causes of the lack of major ciries throughout the region of Guilan. This paper is trying to explain the con cept of urban and rural areas as well as factos shaping cities in gulan.   Tourism in the world's largest economic activities and has a fast growth, status of Iran suggests that Iran's tourism industry in less than one thousandth of global revenue from tourism is their portion. Between the new trend in tourism is that ecotourism,0.7 of total revenue from overseas trips and the annual growth rate of this activity is between 10 and 30 percent, while the annual growth rate of tourism in general, about 0.4 year. So the nature of tourism is now a small part of the total is allocated to international tourism, this sector of the tourism industry has high growth rates. Among the provinces, many ecotourism attractions in Ardebil province (about 42 hot and cold mineral springs, 24 dams, 11 habitats and 35 special natural attractions, etc.), which can be a factor for sustainable development in the region. This study aimed to identify existing facilities and provide optimal solutions to assist in economic development, social and cultural development of ecotourism is in shadow, so research before using descriptive - analytical model of strategic planning (SWOT) to provide strategies and effective strategies used in the development of ecotourism is in the end, using a strategic planning priorities, each with 21 basic strategy for the development of ecotourism development.
