Verse No. 25 of Anfal Surah is one of the Verses which is paid attention by the parties. A study of interpreters approach about the mentioned Verse expresses that the interpreters did not follow a specific or exact pattern or method to understand the Divine Words; but also each one create a method based on their own principles and ideologies. This Verse is combined of three parts; first part which is «وَاتَّقُواْ فِتْنَةً» , middle part which is «لَّا تُصِیبنَّ الَّذِینَ ظَلَمُواْ مِنکُمْ خَاصَّةً»،  which includes ambiguities and is paid attention by interpreters. The present research – by descriptive - analytical method – studies the interpreters’ method in interpreting Verse no. 25 of Anfal Surah in «التبیان»، «روض الجنان» , «المیزان»  by Shiite and «جامع البیان»، «التحریر والتنویر» و «المنیر» by Sunnite. Manfaluti is one of Egyptian authors in 20th century who paid most attention to social and mental issues of Egypt nation. Thus perhaps it is better to introduce Manfauti as a scholar rather than literary man so that his readers have been interested in his works because of their social subjects since long time ago. Some believe that Manfaluti's works contain no technical elements. Hence, they don't consider him as his contemporary co - workers. The present paper tries to evaluate some parts of his narrations in his book called Alabarat including stories such as Alyatim, Alhijab, Alhaviah and Aleghab in critical-analytic method. In the past, the delimitation of property was underway with the aim of determining the rights of owners, and today, despite advanced scientific facilities, this action is done by the State Property and Documents Organization, in order to issue a monopoly document of ownership. But there are still many properties whose boundaries have not been properly defined. This study aims to investigate the religious necessity of using cadastre for people and officials. It was concluded that in order to protect public property that is plagued by land, according to Quranic verses and jurisprudential narrations, any necessary action should be taken in this direction. On the other hand, the principles of harmless jurisprudence, the principle of immorality, the building of the wise, the principle of arrogance and the principle of prohibition of forgery have led to the argument that the uncertainty of property boundaries is a precondition for deception in society and this issue can be to the detriment. Individuals engage in transactions or the public interest of society. Therefore, the use of surveying tools that prevent these negative effects is necessary for officials and the general public to protect the interests of society as a whole. Manuscript profile

The discussion about possession of oil and gas resources in Islamic jurisprudence may be inquired along with ownership of mines. It is deduced from total votes of the jurists about possession of mines that there are various comments in this regard whether such a possession is apparent and/ or latent and it will differ if it is assumed as public properties or joint ownerships so these are concerned with ‘Anfal’ and ‘public ownerships. Unlike the well-known impression, through inference from the current criteria for classification of mines in Islamic jurisprudence, oil and gas are deemed as latent mines in terms of change in their substance and application of the subject at present time. The jurisprudential system of exploitation from oil and gas mines will be different whether they are considered as public properties or the joint ownerships. With respect to the interpretation from concept of possession in public properties, such a difference will be further downplayed in this investigation. The mines will be included in administrative possession of Islamic ruler whether they are assumed as public properties or the joint ownerships. And the Islamic ruler may also delegate the mines as copyhold to the competent entities within the framework of the stipulated systems and regulations based on public expediency and interest. Of course, copyhold of mines is employed for permission for use and not for possession. The copyhold of oil and gas mines is maximally beneficent for appropriation in exploitation within definite period of time with possible request for returning them in the case of non- exploitation. One of the important issues in Islamic society is the natural capital of a society. Valuable resources such as oil and gas are also included in these funds. In addition, Anfal is considered as one of the most important national capitals on which many policies of the country's administration and economy depend. In addition, the principle of permanent sovereignty over natural resources means that countries with natural resources have the right to control, extract and sell natural resources in their territory. In the legislative structure, oil and gas resources can be connected to Anfal in the formulation of its law. This connection is based on rules or rational criteria (such as Sirah. The application of reasons indicating the process of reviving dead resources. It is against the requirements of private ownership of the category.
