        Abstract Background: Nowadays, Public Policy Knowledge has been faced many new approaches including adaptive policy approach, public policy network approach, closed innovation diffusion policy approach & open innovation diffusion policy approach. The ability to choose the right approach between adaptive policy approach, public policy network approach, closed innovation diffusion policy approach & open innovation diffusion policy approach in this condition is very important Objective: Proposing a contingency framework to choose the right approach between Stage process model, policy network approach, policy innovation diffusion and adaptive approach Method: Qualitative Research Method by means of mixed metasynthesis and Delphi technique. Metasynthesis has been conducted by Sandelowski and barroso (2007) technique & Delphi technique has been recurred 4 times in this research. Findings: Three variables including predictability, participatory and innovativeness can define applicability conditions of each approaches including stage, network, innovation diffusion and adaptive Conclusion: The applicability of each approach is not general and each of them has a unique condition Key Words: Stage Model, Network Approach, Adaptive Approach, Innovation Diffusion Manuscript profile

        What leads a city towards the right structure of smart urban management is how the main Beneficiaries of the smart city plan for urban management, the most important of which is to improve the quality of life of citizens. The purpose and innovation of research is the theoretical design of organizational architecture in the field of information and communication technology based on the logic of citizenship and comparative study in order to identify and evaluate the performance of other smart cities. This research has studied the organizational architecture of this field in the urban management of Shiraz Municipality according the comparative studies of smart city of Amsterdam, with a fundamental work approach and using a descriptive-analytical method. The main question examined in this study is how the Amsterdam Smart City has evolved closer to the appropriate organizational architecture of the Smart City? By answering this question, the organizational architecture of the field of information and communication technology in Shiraz has been defined with the smart city approach and according to the obtained results.         In the last decade, the aviation industry in the world has been considered as one of the most important axes of development and growth of developed and developing countries and has a special place in the economic, social, cultural and technological development programs of developed and developing countries.This study was conducted to develop a model of airport human resource excellence (comparative approach). This research was applied in terms of purpose and in terms of qualitative approach and especially metacombination approach. In terms of research methodology, Sandlowski and Barroso seven-step method has been used and to achieve a comprehensive model of human resource excellence, seven steps must be taken and finally the model of airport human resource excellence (comparative approach) was identified. In order to check the validity of the content validity model based on the opinion of experts and for the reliability of the model, the kappa index was used and reported to an acceptable level. In order to determine the concepts and codes, after reviewing different models in reputable domestic and foreign scientific sites, as well as reviewing different texts and books, after identifying 35 different models, 21 models were selected and analyzed. The results of the analysis are 69 adaptive codes and 15 concepts (airport leadership and specialized management, airport human resource maintenance, airport human resource organization, airport human resource management, airport human resource provision, airport human resource planning and strategy, Development of airport staff career, application of airport human resources, change and integrated use of human resource management, functional results of airport human resource management, environmental and perceptual results of airport staff, safety and health results of airport customers, social results and union reactions, organizational results and productivity Airport, identified the cultural and structural results of airport human resources) and finally the research model was presented.         The implementation of a justice system founded on unequivocal culpability is likely to yield no outcome other than recidivism. As such, the present study endeavors to redefine the mechanisms that are capable of deterring criminal recidivism within a specific geographical area, while simultaneously enhancing the process of criminal reintegration. This is achieved by mitigating the detrimental effects of punitive measures, such as incarceration. The foundation of the study is established on a fundamental inquiry, which, through a comparative methodology, endeavors to elucidate the means by which non-criminal mechanisms of rehabilitation may be comprehended in offenders. The research question posits the objective of elucidating the scope of containment ideology through a correlation between social theory and crime prevention, through an examination of analogous facets in the Islamic Republic of Iran's constitutional principles, the Quran, and interpretive resources. The present study is grounded in the examination of cognitive theory, employing a descriptive-analytical approach, and utilizing content analysis as a means of data collection. The research's findings describe that the rehabilitation of offenders and its progression follows a gradual and incremental process that by strengthening non-criminal self-restraint measures, it can logically and practically provide appropriate opportunities for crime management and prevention to society.         The purpose of the present research is to investigate the female character with an adaptive approach in art and Islamic culture. The way a subjective image of a woman is portrayed , determines the type of the behavior of society with her, So, this paper… paper uses a Content analysis method to study the female character of Islamic art and Islamic culture with a comparative approach. And seeking to introduce the true personality of a woman in Islamic culture in order to secure and maintain the identity, dignity of a Muslim woman. The findings indicate that women have often been involved in most of the past and some of the contemporary works of their beloved, beautiful and ornamental motifs, and are more concerned with the embodiment of physical pleasure and beauty.         The purpose of this study is to achieve a comprehensive view of the applications, objectives and results, typology and causes of the formation of each of the new approaches to adaptive policy-making, innovative policy-making networks and policy-making (dissemination of innovative policy-making) through literature review. After the introduction of the step-by-step process or cycle of public policy, there was a lot of criticism of this approach. And in recent years, new approaches have been proposed, including the dissemination of innovation, adaptive policy-making, and the policy-making network to fill gaps in the step-by-step approach. This research shows that these approaches have specific applications, goals and areas by conducting a structured review by reviewing 181 articles including 75 articles on adaptive approach, 57 articles on network approach and 49 articles on innovation approach which have been emerged based on various contingent reasons. Therefore, none of these approaches can be used as a complete alternative to the step-by-step approach, and in using these approaches, the contingency conditions including the goals and results of applying the approach, areas of application and its applications should be considered Manuscript profile

        Nowadays, public policy knowledge is faced with a host of new approaches including adaptive approaches, policy networking, closed innovation dissemination and open innovation dissemination. In such a situation, the ability to choose the right approach to policy-making from a set of diverse approaches is very important. The purpose of this study is to provide a contingency framework for selecting the appropriate policy-making approach from the approaches of phased, adaptive, networking and dissemination of innovation under different environmental conditions. Using inductive qualitative theory-generating meta-synthesis method, theory is generated through the steps of data collection and sampling, intra-study and inter-study note-taking, and finally the establishment of dynamic relationships between variables. According to the findings of this study, in situations where predictive power is not present, the general policy cycle is useless. Under such circumstances, the power of forecasting should be increased first with the help of adaptive methods, and then the policy should be formulated with the help of one of the approaches of general policy cycle, open innovation, closed innovation or networking. The choice of each of these approaches also depends on the two variables of public participation and public innovation. Manuscript profile
