        Background:public problems are the inputs of the process of public policy that may have a strong effect on the performance of organizations in some ways, and Implementation is one of the major steps in the process of public policy making. Objectives:Investigation of the situation of formal problem finding and the level of public policy performance in the Ministry of Cooperatives, Labour and Social Welfare. Methods:The population of this study is all the employees of this ministry. cluster sampling was first used and then random sampling by using Cochran formula, 510 people were selected. Data collection was done through a questionnaire and the analysis of data was done by means of SPSS and Amos software. Findigs:The findings showed that the situation of these two processes of  official problem finding is higher than the average level and the level of performing public policies is lower and unsatisfactory. Also, in the direct finding problem, finding problem through overtaking other countries and in the indirect finding problem, finding problem through employees had the highest rate. Conclusion:The results showed the high number of  problems in this field, and most of  public policies of this ministry have been performing incompletely resulted in major problem. Manuscript profile

        Introduction and Purpose: The purpose of this survey is to evaluate four dimensions of Denison`s organizational culture model in ministry of cooperatives in Iran. Method: we used descriptive statistics and standardized questionnaire devised by Denison (2000) to evaluate four cultural traits believed to be the most influential factors in organizations performance Findings: Based on data gathered from 102 employees of ministry’s Headquarter the results show the highest indices in both consistency and mission and lowest indices are in involvement and adaptability. Conclusions: It is the first time that this study has been conducted in Ministry of cooperatives. While shared value of an organization (culture) is as Denison believed glue that holds the entire system together. So, this survey could have an important contribution to planners and managers in that respected organization. Practical implications – management and policy makers in this organization must pay more attention to these cultural traits: involvement and adaptability as weak point and consistency and mission as strong points.         The article deals with the analysis of the management performance of the Ministry of Cooperation, Labor and Social Welfare in the specialized and general support of the war in the historical period of 1359 AH to 1367. The approach of qualitative research and its strategy is documentary history. The data was obtained by scanning documents and narratives of activists and informants about the role of this ministry during the imposed war, as well as related texts. The governors of the provinces involved in the war, the directors of guilds, cooperatives and labor unions were among the participants, 17 people were interviewed by targeted sampling. Thematic analysis was used to analyze the data. Based on the results of the specialized performance of this ministry, it is possible to mention the formation of the labor mobilization and factories, the formation of war support deputy, the formation of Islamic associations in factories, technical and repair services to the fronts, and the expansion of the organization appropriate to the war. During this period, as a result of the interaction of the Ministry of Labor with the Parliament, 8 laws were approved regarding the support of war, armed forces, combatants, martyrs, veterans, disabled, prisoners and their families.Ministers.         In the second half of the 20Th century, Iran was involved in a long war and miraculously came out of it successfully. This article deals with the analysis of the management performance of the Ministry of Cooperation, Labor and Social Welfare in the specialized and general support of the war in the historical period of 1359 AH to 1367. The approach of qualitative research and its strategy is documentary history. The data was obtained by scanning documents and narratives of activists and informants about the role of this ministry during the imposed war, as well as related texts. The governors of the war-affected provinces and internal crises of the first decade after the victory of the revolution, the directors of guilds, cooperatives and labor unions were among the participants, 10 of the governors and 7 of the other participants were interviewed by targeted sampling. were placed Thematic analysis was used to analyze the data. Finally, the validity and accuracy of the research results were strengthened by reviewing and confirming the interview text by the interviewees, searching for negative cases or alternative explanations among other managers, reviewing by the researcher's colleagues and referring to historical documents. Based on the results of the specialized performance of the Ministry of Cooperation, Labor and Social Welfare, it is possible to form a labor mobilization and factories, form a war support deputy, form Islamic associations in factories, provide technical and repair services to the fronts, and expand the organization in accordance with the revolution and war. In the role of guilds and cooperatives covered by the ministry in the war, 4 organizing themes are "helping guilds and cooperatives to provide and distribute goods justly behind the front", "goods aid to the front", "cash aid to the front" and "way The establishment of war support headquarters in cooperatives and guilds was achieved.         This study was performed with aim of the management competency model with emphasis on postmodern change management (case study:  ministry of Cooperative, Labor and Social Welfare).20 managers of the Ministry of Cooperative, Labor and Social Welfare were selected based on the purposeful sampling with maximum difference. Semi-structured interview was done and the questionnaire of   postmodern change management was conducted. Articles and books related to the management in postmodern organizations, national websites of the Ministry of Cooperatives, Labor and Social Welfare and job description of managers in the ministry of Cooperative, Labor and Welfare Social were studied. Management-Organizational competencies, Work place Competencies, Social Competencies and Personal Effectiveness Competencies were defined base on content analysis method.  Postmodern Managerial competencies were divided to 20 axis competencies and 81 secondary competencies were divided.         The purpose of this study was to design a model for explaining the relationship between organizational learning and organizational health with the performance of employees of the ministry of co-operation, work and social welfare. The statistical population of this study was the total number of employees of the ministry with 1000 people, 306 individuals selected according to Morgan table by stratified random sampling method. For data collection, questionnaire Organizational Learning Watkins and Marisick (2003), organizational health questionnaire Hoy and Phildman (1996) and Achivle organizational performance (2009) have been used. Content validity was confirmed by the experts. The reliability of the tool was calculated by Cronbach's alpha, organizational learning 0.981, organizational health 0.911, organizational performance 0.961. For analyzing the data, (descriptive and inferential statistics) the regression test was used to examine the relationship between the variables and the structural equations and confirmatory factor analysis and fitness indicators for designing and validating the fit model. The results of statistical tests indicate that there is a positive and significant relationship between organizational learning and organizational health with organizational performance. The appropriate structural model was designed to explain the relationship between organizational learning and organizational health with organizational performance.The structural model of the research has the necessary fit.
