The creative city is the center of innovation, creativity, and the transformation of ideas into wealth, and having such a city is the ideal dream of superior societies. From another perspective, the continuous design of fresh ideas and innovation are key elements of the global era. Moving towards the creation and realization of a creative city in economic development is very necessary. Therefore, the presentation of the creative city model in 22 urban areas of Tehran is one of the priorities and the main objective is to rank the indicators of creativity with 19 factors from the indicators of the creative city using the secondary data, the preparation of the script and the proper use of the SPSS software solution. And leveling up. Studies show that in terms of indicators of a creative city, the level of Tehran's regions is not the same. However, the prioritization of the Topsis model reveals three distinct levels: (1) the level; (2) the semi-possessive (medium); (3) the surface of the crust (deprived). The results of the research show that, on the one hand, the increase and improvement of the criteria of the creative city has its effects on the movement of neighborhoods to the realization of the creative city, and on the other hand, the amount of this impact is very different, so that according to the network analysis model, the index of innovation benchmarks Showing 265/0 has the greatest impact on moving a neighborhood toward the creative neighborhood in Tehran. In the meantime, the number of science and technology centers, innovations and inventions play the most role in the realization of the creative area of Tehran; however, the factor of human capital, especially elites and students, social capital, social networking and cooperative networks, play a major role in realizing In the final stage, quality of life is also effective in moving a neighborhood toward creative neighborhoods in the city. The calculation of multiple correlation coefficient shows that 0.39% of the changes in the realization of creative neighborhoods in Tehran are due to the improvement and application of the components of the creative city, so that for a unit of change due to standard deviation, the criteria for the realization of the creative city 62 / 0% of the unit changes in the realization of creative neighborhoods in Tehran. Introduction and goal: Regional planning is one of the important issues and essential for the development of regions which has been considered by the researchers in recent decades. One of the  methods for grading the areas for development is using social and economical indicators and applying in TOPSIS model. In this paper, with the use of the TOPSIS model to study and evaluation of the socio-economic development of North Khorasan’s provinces town, and through determining the levels of development of each town, the diagnosis of direction and type of development will be possible . The results of this research can be effective for  the authorities’ decision-making, and finally, fulfill the social justice.  Methodology: Researchmethods to explain the situation, reasoning and analysis using concepts is based on descriptive - analytical approach that is done in a logical whole and scientific process. in order to determine the development degree of the towns of province, according to the importance of indicators, at first ,the socio-economic indicators that is relevant to subject of research, based on data extracted from the Statistical Yearbook 1390,was collected and then with TOPSIS model ,the grade of towns were determined and the results were analyzed. Findings: The result of research findings indicate that in 1392, BOJNURD ranked the first in terms of development. This town because of the administerial-political center, as the Growth Pole, attract the facilities, services and skilled manpower from the areas surrounding and thus the superiorities in the spatial structure has been preserved.also Maneh and Samalqan ranked seventh among the seven towns that demonstrate the intensity of inequality and difference in the enjoyment of the blessings of development. Conclusion: This study concluded that the approach of the spatial structure of the north Khorasan province, is Centre-Periphery development pattern. Bojnoord has the greater volume in infrastructure and industrial investments as the center of province and slightly away from the frontier and border towns of province. Thus, pay attention to spatial planning for achieving balanced regional development is inevitable. Manuscript profile

Distinguishing the susceptible areas to landslide using appropriate experimental models of landslide susceptibility mapping is one of the primitive and basic works to reduce probable damages and reduce risk in country's watersheds. In this research, thirteen factors, including altitude, slope, aspect, rainfall, plan curvature, profile curvature, Topographic Wetness Index (TWI), Stream power index (SPI), distance from the river, distance from road, distance from the fault, lithology, and land use are identified as effective parameters in landslide occurrence in the studied area. The landslide landslide distribution map was prepared using Landsat 2017 satellite imagery and Field studies (2017). Then, the landslide susceptibility mapping was performed with three methods, including frequency ratio, entropy and TOPSIS. The results were evaluated using receiver operating characteristic (ROC) curve. The area under the curve (AUC) of applied models shows the accuracy of 84, 87.7, and 91 percent for entropy frequency ratio and TOPSIS models, respectively. The results are indicative statistical models have a better accuracy in comparison with MCDM models and expert approaches. The results of the present study could be useful for better managing the flood affected areas and to reduce its damage. Manuscript profile

Cities are developed on the areas requiring interactions with natural characteristics. In physical development of the cities, it is necessary to consider natural structure of their environment. Arak's physical geography condition shows that this city located in bad condition of sedimentology structure. Therefore, development of the city needs to study about city bed sedimentology and be determine thickness, of sediments. The purpose of the research is to evaluate the suitable areas for physical development of the city in the future. Also found new physical index for developing of city based on morphological features is aimed.  For the objective, the indicators of the analysis are geomorphological landforms, climatology, topographic roughness coefficient, tectonic influenced factors, natural land uses, runoff height in the city and city relation with Mighan Desert where is located in the north of Arak City. TOPSIS model has been employed to prioritize the proposed areas. The effective weights of the physical variables for planning the city future development are topography, climatology, petrology etc., that have been determined by expert opinions using AHP model that impacts in the research targets. For assessment of TOPSIS model result, sediment random sampling has been conducted in the region in depth of 40 cm. Sediment analysis represented that the area is located in flood bed which the sediments were accumulated by flash floods that has unfavorable conditions for the establishment of municipal utilities. Unsuitable areas for urban development have also been discerned to avoid risks of urban possible hazards. Manuscript profile

The increasing growth of urbanization in terms of number and population in the last two decades without fundamental changes in urbanization patterns has caused many economic, social and environmental problems for its inhabitants. In order to overcome these problems, the idea of sustainable urban development and in line with it, new approaches and strategies such as smart urban growth have been proposed by urban thinkers. Smart urban growth is one of the new models of urban planning to organize the development process of cities and respond to the scattered urban growth. In fact, the smart growth strategy seeks to reshape cities and lead them to a viable community with access to a favorable environment, an integrated urban transportation system, urban congestion, and mixed uses. In the present article, the five urban areas of Marand have been studied in terms of urban land use according to the indicators of smart urban growth strategy. The research method in this article is "applied" and concerning the method is "descriptive-analytical". Using the AHP method, the desired indicators have been weighted and using the TOPSIS multi-criteria decision model have been analyzed and evaluated in the five areas of Marand based on smart urban growth indicators. The results of TOPSIS model show significant differences in terms of smart urban growth index and urban land uses in Marand urban areas. So that District 3 of Marand with a TOPSIS score of 0.1133 is in the first rank and District 5 with a TOPSIS score of 0.0128 is in the last one. Due to the inequality of areas, while paying attention to the strategy of smart urban growth in the whole city, districts 1 and 5, which are less developed, should be considered in the priority of development plans by city planners and authorities. According to the decision of the Supreme Council of Unbanning and Architecture of Iran (2005), burnout in urban areas "reduction of efficiency" of one texture compared to other textures of the city was introduced and in the decision of 1385, only three indicators of instability, impenetrability and microdermabrasion were sufficient. However, studies have identified quantitative and qualitative weaknesses in determining these indicators. The present study aims to rank the indicators for determining the range of dysfunctional textures of Inner-City, with a case study on the city of Rasht. This research is practical and documentary in terms of purpose. After documentary studies and review of the literature, the indicators were identified and ranked, and thus, by applying the opinion of 8 experts, two techniques of process of analytic hierarchy analysis and preferential prioritization based on similarity to ideal responses were used. After the indexing process, 22 indicators were explained in relation to the identification of dysfunctional intermediate textures of cities, and in terms of environmental, economic and social conditions of Rasht city and the application of expert opinion, 12 qualified indicators were finally ranked. The results show five dimensions: physical, social, functional, economic and environmental. In addition to the three permanent indicators of instability, impenetrability and microdermabrasion, indicators such as poverty and deprivation; High level of unemployment, poor educational status, high population density, age of buildings, uncertainty of ownership, and lack of open and green space indicate the trans-physical dimensions of dysfunctional inner-urban that can be identified in the country's metropolises. Lack of resources and facilities in urban areas makes essential the efficiency assessment of areas. So, resources should be allocated in such a way that most services can be offered through existing resources. To identify the development or underdevelopment of areas, it is necessary to study inequalities patterns and differences between them, and also, studying the degree of superiority of one place compared to the structure of similar locations in the city. The recognition  of the existing differences among different areas in the city in terms of enjoyment of various indicators, in order to be aware of the development or deprivation levels, reduce regional disparities and set programs in accordance with the conditions and facilities of each area is an unavoidable necessity. In this study, attention has been paid to determining and ranking the degree of development of  urban areas in Rasht based on 63 indicators in five educational, health care, socio-cultural, economic-commercial, and urban civil installations. To achieve the objectives of the study, the Numerical Taxonomy model, Morris Model and TOPSIS model have been used. By applying these models and analysis, each of the five areas of Rasht city, the ranking and the level of development of each area has been determined separately. The results of the study show that more facilities and services have been focused on the city center. Therefore, inequality in five areas is observed with significant difference. As such, in analyzing all three models, areas one and two have more favorable situation, but area five is of the most deprived regions. In fact, the farther the areas are from the center of the city, the lower facilities and services they will receive. This is the result of polar policies growth, as a result of which, all of the facilities and power are concentrated on one or more areas, and other areas act as marginal. Due to the nature and the difference in method of ranking the indexes, degree of development of study areas in each model is different from the other model. In order to achieve the same result in the assessment of development areas, percentage of changes, intensity of changes, and coefficient of variation were calculated and the results were extracted based on the divided indicators. - Manuscript profile
