        1 - Sociological explanation of the development policies of the government in the housing sector of the vulnerable sections of the urban and rural society of Ardabil province

        The aim of the current research is to Sociological explanation of the development policies of the government in the housing sector of the vulnerable sections of the urban and rural society of Ardabil province. The research is qualitative research and field theory type. Data analysis was done using Max QDA software. The findings show that the causal conditions of successful policy research in the field of social housing include cost-effective management, location based on social equality and public benefit, urban improvement along with civil participation, adaptation to the economic, social, political and climatic conditions of the region, compliance with scientific standards. The core category includes creating coordination with urban and rural development programs, paying attention to the culture, climate and economy of the regions, audience awareness, paying attention to cultural issues, building trust before implementation, the background and context including optimal land management and emphasis on productivity, massification technical improvement, creating a sense of belonging to the place. Intervening conditions include self-help and gradual construction, support for housing cooperatives, quality assurance system and building confidence. The strategies include control of the supply and demand gap, attention to cultural symbols and social signs, attention to cultural symbols and social signs, attention to the culture, climate and economy of the regions, rent price control and the consequences include market balance, depreciation reduction, promotion of improvement indicators. Rural housing is creating a sense of belonging to the place with modern architectural styles, leaving things to the people in the implementation of the plan. Manuscript profile

        3 - Analysis of the obstacles and limitations to Rural Housing Development (Case study: Zabol and Hamoon Counties)

        Rural houses in Iran are very vulnerable because of their uncommon form and due to their weak structures and it seems that financial savings and lack of supervision over construction and structures are the determining factors. With this outlook, the present article intends to analyze the obstacles and limitations to the development of rural housing and to study the quality of rural houses in Zabol and Hamoun counties. The methodology of the present research is descriptive-analytical based on documentary sources and survey studies. The statistical population includes households living in 236 villages. The number of selected villages is determined 37 villages using Cochran and corrective formulas. Finally, using Cochran formula, 362 sample households were calculated and they were selected to complete the questionnaire and their status of housing. Data have been collected through interviews and completion of village questionnaires (with the help of members of Islamic rural councils, local experts and village administrators) and completion of household questionnaire and field observations forms. Analytic Hierarchy Process (AHP), the statistical and spatial analyses, and various software including Choice Expert, SPSS and ArcGIS are used to analyze the information. The results indicate that in 50.4% of households surveyed, there has been no control over housing construction. Also, regression analysis shows that the economic, institutional, social, and cultural components have the greatest influence on the general level of obstacles and limitations to housing development, but the effects of the physical and environmental components on the general level of obstacles and limitations are not significant.         IntroductionEfforts have been made to address the problem of adequate housing shortages in Iran, including the Mehr Housing Policy, which is designed to help provide housing for low-income groups. Goal: The purpose of this study, which is descriptive in terms of its applied and descriptive purpose, is to investigate and prioritize the internal and external factors affecting the development of housing in low-income urban groups, which has been carried out in the housing of the city of Shahreza. MethodologyThe statistical population of this research included all experts in urban planning and university professors who have specialized studies in the field of urban development, urban housing, regional planning, and in particular Mehr housing. Using the randomly available sampling 25 experts were selected and questioned. A data collection tool was a researcher-made questionnaire that included a list of opportunities, threats, strengths and weaknesses (73 items). Validity of the questionnaire (formal validity) was verified by the university professors and experts and the reliability of the tool was determined by the Cronbach's alpha coefficient equal to 0.831, which is indicative of the coherence and reliability of the data. In this study, a combination of SWOT and network analysis (ANP) was used and SPSS, EXCEL and Super Decision software were used to analyze the information. Geographical area of researchThe present study, which is in the field of Mehr housing, was conducted in Shahreza, Isfahan province.Results and discussionThe results showed that the most suitable strategies for the development of housing (Mehr housing) of low-income people in Shahreza were strategies WT (0.34), ST (0.301), WO (0.18) and SO (0.177).ConclusionDefensive strategies (WT) were selected as the best strategy for housing development (Mehr housing) for low-income people in Shahreza.         The present study investigated the role of mass constructors  in urban housing development in Rasht as a case study. Study showed: The factors affecting housing production (land, materials, labor, taxes and duties, facilities, etc.) and production of mass housing in the city of Rasht, Housing construction activities in Rasht, did not show a regular progress in recent year, it alternatively showed ascendiry and de scendiry in different times. In other words, in recent years due to the reduction of urban construction in the whole country, government housing and supportive policies resulted in a decrease in similar activities in Rasht. There is no significant relation between the supportive government policies and the mass production of housing (mass), in Rasht. This relationship shows that the rate of mass construction in Rasht can be regarded as a direct result of supportive governmental policies (such as banking and finantial facilities, tax reduction, stability in prices, etc). Such facilities and more favorable conditions for mass housing construction, increases the rate of mass construction. Studies indicated that a new method of mass housing for indigent people has been formed by the government recently which has been exposed in terms of  " maskan-e mehr " project. Manuscript profile

Therefore land supply and location of house development territory is a fundamental essential of a city in a long time plan. In this study the researcher has applied to investigate Saleh Abad as one of the satellite cities of Hamedan by a square investigations via observation the extant talented territory and acquisition the documentary information in relation to house needs in a 24 year plan, and with determine the suitable  criteria in house territory choose by the use of Topsis as one of the multi criteria methods, in location of house development territory, addition to the introduction place, area and needed pieces it has determined the house development territory land of this city by attention to different factors.
