The classic multiple-criteria decision making (MCDM) model assumes that, when taking a decision, the decision maker has defined a fixed set of criteria and is presented with a clear picture of all available alternatives. The task then reduces to computing the score of each alternative, thus producing a ranking, and choosing the one that maximizes this value. However, most real-world decisions take place in a dynamic environment, where the final decision is only taken at the end of some exploratory process. Dynamic decisions arise in many applications including military, medical, management, sports and emergency situations. This study proposes a flexible framework for dynamic MCDM, based on the concept of fuzzy sets theory and the VIKOR method to provide a rational, scientific and systematic process for prioritizing patients in Emergency Department (ED) under a fuzzy environment where the uncertainty, subjectivity, and vagueness are addressed with linguistic variables parameterized by triangular fuzzy numbers. The present study focused on feasibility assessment of establishing solar panels sites within the East Azerbaijan. The research’s methodology was established based on GIS spatial decision making systems. It should be mentioned that decreasing nonrenewable sources' process has been considered as one of the serious challenges. Thus, using solar energy is a solution to deal with this challenge. The high topoclimatic and physical properties of the East Azerbaijan tends to establish solar panels for producing electricity. In order to evaluate the possibility of establishing solar systems, within this research we aim to apply GIS-multi criteria decision making models for integrating the data and selecting to potential sites for solar panels. To achieve this, the prior options from different options of analyses network model (ANP) was applied for analyzing the criteria. As part of methodology, the Landsat satellite was used for extracting land use/cover. The SRTM dataset also employed for exploring the elevation, slope, aspect and solar shining. The climate dataset were used for monitoring climatological parameters such as raining, temperature, humidity, number of dusty days, number of cloudy days and sunny hours within the period of 1986 to 2014. Finally the solar panel suitability maps achieved by compounding the informative layers and multiplying those criteria were accessed from executing the model. The results indicated that 48.61% of the study area has very high suitability for solar panels programs. While the northern parts of East Azerbaijan province includes very low potentiality for producing solar based energy. Manuscript profile

Use of underground dams can be beneficial for optimal expansion and utilization of water and also for underground water storage. Considering the prevailing conditions in the region of Andika in Khuzestan Province, building underground dams may be an appropriate strategy to offset water shortage during the dry months of the year because construction of such dams in this region entails low costs and the dams will have acceptable efficiency. Many criteria and factors with different degrees of importance are involved in locating underground damsites. Therefore, synchronization of the geographic information system (because of its high capability in analyzing spatial data) and analytic hierarchy process was used to study and apply the role played by each of the mentioned factors (while considering the degrees of their influence in selecting the suitable sites), and the desired results were obtained. The present research used a decision tree that included the reservoir and economic criteria each with its own subcriteria. For the reservoir factor the four subcriteria of slope, hydraulic conductivity, effective porosity, and permeability of dam foundations and for the economic factor the two subcriteria of damsite and its distance from the water use location were considered. Twenty seven sites were initially selected to determine dam axes at the desired sites. The positions of the selected sites were then considered on the map and the spatial priorities of 15 sites were introduced. Finally, the storage volume of each proposed priority was calculated. Credit risk management in banks using a hybrid approachAmong the risks faced by banks, the risk to the bank is very high, and the lack of prevention and, in the event of a risk, lack of control and failure to investigate the causes and remedies, can lead to irreparable losses to the bank. It is a credit risk. To this end, raising awareness of the system in order to prevent and mitigate the risk and examine the issues and ultimately make a decision to address the problem has a special importance in the supervision of banks. The main objective of this research is to present a suitable model for managing credit risk in banks using the DEMATEL combined approach and network analysis process (ANP). In this study, 17 variables were identified using expert judgment (method Delphi) have been approved. The statistical population of the study is managers and specialists of the bank (Sardar Bank, Guilan Province). The tool used to collect the research data was a questionnaire. A total of 8 questionnaires were distributed among the research experts. Data analysis was done using the DEMATEL and ANP techniques. In this way, after the formation of a super matrix for comparing the criteria in ANP and solving the model, the coefficient of importance of each criterion was determined. The coefficients obtained in the next step were interfered.By analyzing data in the DEMATEL technique and process, it was found that among the 17 identified criteria affecting credit risk in banks, operational risk has the most impact on credit risk. A mong the operational risk criteria, the quality of the facility review process has the greatest impact. In other words, this criterion is the most important criterion in terms of impact and impact on the whole system. Also, the risk of focus is also of high importance throughout the system. The results of this research are useful in managing bank risk management. Manuscript profile
