The aim of this study was to investigate the role of human capital engineering in positive work attitudes and educational quality (statistical population: primary school teachers in Rasht). The type of research is applied in terms of purpose and descriptive in terms of nature. The statistical population in this study included teachers of girls' primary schools in Rasht from February 2017 to July 2016. The sample size was 234 people using Morgan table using random stratified method with proportional distribution of numbers from the mentioned community. To determine the content validity of the questionnaire from the opinions of experts and to determine the reliability of the instrument, Cronbach's alpha method was used and the alpha value was 0.859. Two methods of descriptive and inferential statistics have been used to analyze the data. In the descriptive statistics section, the data are summarized and a table is prepared and a graph is drawn, and central indicators such as mean, dispersion indicators such as standard deviation are used. At the level of inferential statistics, after performing the data normality test, univariate T-tests were used. Findings showed that human capital engineering has a positive and significant role in the positive work attitudes and efficiency of girls' primary school teachers in Rasht. The purpose of this article is to provide a model to promote the empowerment of women academic staff in Islamic Azad University (case study: Tehran). In terms of purpose, this research is applied and developmental, the method of data collection is field and library, and the type of data is mixed qualitative-quantitative. The number of experts was 20 and all of them were university professors who were selected in a purposeful snowball method and semi-structured interviews were continued until the theoretical saturation of the data was reached. Maxqda software was used for data analysis. Quantitative part was implemented by descriptive-survey method and by developing a 115-question questionnaire. Its narrative feedback (convergent and divergent) was confirmed by the experts' opinion in this field. Cronbach's alpha method (0.805) and composite reliability (0.864) were used to measure its reliability, which shows that the questionnaire has the necessary reliability. To select a sample from the statistical population, a sample size of 327 people was determined using Morgan's table. Empowerment of women academic staff in Islamic Azad University (case study: Tehran city) with 6 individual dimensions, organizational structure dimension, organizational culture dimension, academic service dimension, management dimension, positive leadership dimension and 4 socio-cultural factors, political factor, Legal and legal, the technological factor was identified. The above model was sent to 30 experts for validation and was evaluated with four dimensions of philosophy and goals with an average of 3.93, theoretical foundations with an average of 3.77, evaluation system with an average of 3.85 and promotion mechanism with an average of 3.81. The results of the research showed that among the known dimensions, the dimension of positive leadership was the most important dimension with a coefficient of 0.960, and among the known factors, the political factor was more important with a coefficient of 0.854.
