Designing Model of Outsourcing of Sports Venues in the Country Based on Grounded Theory

Abstract :

The aim of the present study was to design the model of outsourcing of the country's sports venues with the approach of Grounded theory. The research method is of qualitative type with a systematic analysis approach. Statistical population consisted of all experts (former directors of the Physical Education Organization, directors of the National Olympic Committee and the Ministry of Sports and Youth, and professors of sports management and marketing) active in the field of sports. A statistically significant number of samples were selected based on non-probabilistic theoretical saturation of the target and snowball technique (17 individuals). Structured semi-structured interviews were used to collect data. Tool validity was evaluated using optimal qualitative validation methods (content validity, Kappa coefficient (0.80). To analyze the data, a systematic approach has been used during the three stages of open, central and selective coding. Finally, 15 main categories (use of upstream documents, environmental capacities, privatization, outsourcing, management, collusion, legal, managerial and budget, regulations, support for members of sports boards, Standardization of Affairs, Management and Training, Positive and Negative Consequences) and 37 Concepts were extracted. Therefore, according to the obtained results, it can be said that in order to prevent corruption in the outsourcing of sports facilities, a coherent program can be developed according to the identified indicators.
