Abstract :
Today, in order for organizations to survive in a competitive environment, they need new tools for decision making and managing organizations. Among these tools are strategic intelligence systems in ministries and organizations. These systems are growing rapidly in the business environment so that managers of companies and organizations can make smarter decisions. This study was conducted with the aim of constructing and validating strategic intelligence measurement tools in the Ministry of Sports and Youth. Mixed research method was used to analyze the data. First, by studying the background models of strategic intelligence and obtaining the opinion of experts by qualitative method (Delphi technique) to 12 people, strategic intelligence factors were extracted and preliminary questions to 133 questions were prepared to measure them and then their content validity was approved by professors. The statistical population in the quantitative section included 210 members of the managers and staff of the Ministry of Sports and Youth who were randomly selected. In this study, after reviewing the content validity, exploratory and confirmatory factor analysis was used to evaluate the construct validity, and combined reliability was used to evaluate the reliability. Factor analysis led to the identification of six factors with an explained variance of 88.89% that the factors identified in the exploratory factor analysis were named according to the existing background. Explanted variance for each of the components of macro-environmental intelligence (49.29%), organizational resource intelligence (20.83%), competitive intelligence (11.51%), organizational process intelligence (5.98%), and strategic intelligence of managers (4.39%) is knowledge management (4.003%) and Keynes Meyer-Alkin index was 0.894. The reliability of the questionnaire was reported as 0.92 and 0.96, respectively.Therefore, considering that the validity and reliability indices of the questionnaire were all reported at a desirable level, this questionnaire can be used as a valid and reliable questionnaire in measuring strategic intelligence in the Ministry of Sports and Youth
