Abstract :
This study aimed to identify and prioritize policies for regulating social interactions from the perspective of educational managers. Social interactions form the foundation of school organizational culture, and policies affecting them can provide the essential basis for achieving and maintaining sustainable order. This research is applied in terms of its goal and mixed (qualitative-quantitative) in terms of data collection, based on Q methodology. The study population consisted of school principals and vice-principals of elementary schools in Poldasht County during the 2022-2023 academic year. Twenty participants were purposefully selected based on theoretical saturation. To form the initial discourse, three methods were used: systematic study of resources, semi-structured interviews with educational experts, and content analysis of the gathered data. After coding and eliminating duplicates, 36 final propositions were extracted and presented as the Q sample to the participants. They ranked the propositions on a forced scale from "strongly agree" to "strongly disagree." The data were analyzed using exploratory factor analysis and SPSS version 27. The findings revealed the identification of five distinct mental patterns, explaining a total of 71% of the variance: religious and spiritual beliefs (41%), managers' legalism (9%), theoretical and practical training on order (8%), incentive policies (7%), and methods of punishment and sanctions (6%). The results showed that the most effective policy in establishing social order is emphasizing internal and ethical foundations, particularly religious beliefs, while policies based on coercion and punishment are less effective. Based on these findings, it is recommended that policymakers and educational managers focus more on theoretical and practical training, strengthening religious beliefs, and modeling appropriate behavioral patterns to create a sustainable social order in schools. This approach will significantly improve the quality of social interactions and the efficiency of the educational system in training responsible, law-abiding, and ethical generations.
