Investigating the Impact of Accountability on the Professional Ethics of Public Sector

Abstract :

Purpose: Professional ethics and accountability are crucial as two fundamental factors in the performance of public sector managers. Professional ethics, serving as a primary standard for the behavior and decision-making of managers, play a vital role in fostering public trust and enhancing the quality of public services. In this context, the primary objective of the current study is to identify and rank the components and indicators of accountability that influence the professional ethics of public sector managers in the country.

Method: The present study was conducted using a mixed-methods approach, incorporating both qualitative and quantitative research. The statistical population was purposefully selected and comprised 15 professional experts, including public sector accountants, financial managers, and university faculty members. In the initial stage, interviews with experts and the application of data-based theory methods were utilized to achieve theoretical saturation. This process led to the identification of the components and indicators of accountability that influence the professional ethics of public sector managers. In the second stage, which was conducted quantitatively, a questionnaire consisting of 34 questions was distributed to experts to rank the components and assess the impact of these components and indicators of accountability on the professional ethics of public sector managers.

Findings: The research findings identified five key components essential for promoting accountability: increasing public trust, enhancing transparency, committing to ethical principles, and strengthening public relations. Additionally, a total of 29 indicators were identified. Based on the results of the Friedman test, promoting accountability ranked first, increasing public trust ranked second, increasing transparency ranked third, commitment to ethical principles ranked fourth, and strengthening public relations ranked fifth.

Conclusion: Accountability policies and approaches in public organizations can enhance the professional ethics of managers in the public sector. Furthermore, a coherent relationship between organizational accountability and professional ethics can promote the improvement of managers' performance and behavior.
