Abstract :

The outbreak of the COVID-19 virus worldwide ushered in a new era in states’ foreign policies and highlighted the significance of “health diplomacy.” The history of health diplomacy in the foreign policy agendas of states spans over a century. Health diplomacy enables countries to create soft power and generate greater opportunities to achieve national interests. The United States has been consistently active in the field of health diplomacy and has maintained a prominent and influential presence in international organizations such as the World Health Organization. Accordingly, the present study aims to compare the health diplomacy of Iran and the United States to provide a more precise and comprehensive analysis of the foreign policies of both countries. The central research questions are: How were the foreign policies of Iran and the United States formulated during the COVID-19 pandemic? What are the differences and similarities between the health diplomacy of Iran and the United States in the era of COVID-19? This study employs a comparative methodology, using documentary and library research for data collection. Findings indicate that the U.S. strategy in addressing diseases (including vaccine distribution and related initiatives) emphasized multilateralism rather than unilateralism, with long-term efforts to improve global health security infrastructure, move beyond the unilateralism pursued by the Trump administration, and engage with allies and international institutions. Key features of U.S. health diplomacy included prioritizing the health of American citizens over other countries, imposing financial and medical restrictions on opposing and critical governments, and enforcing anti-monopoly regulations. Iran, in contrast, employed two tactics: emphasizing international solidarity and promoting tension reduction. Iran’s foreign policy, without fundamentally altering its pre-existing objectives and frameworks, leveraged the COVID-19 crisis as a new opportunity for simultaneous engagement with Western countries, regional Arab states, and Eastern nations, as well as a chance to alleviate U.S. sanctions pressures and navigate difficult circumstances.
