Abstract :
The urban development strategy is a program with the nature of a strategy that simultaneously emphasizes the preparation and implementation of documents, and its planning is based on collaborative visioning. The goal is a document proposed and promoted by the World Bank, the United Nations Center for Human Settlements and their affiliate, the Coalition of Cities. The aim is to analyze the position of CDS in Marand city. The research method of this research is based on the goal, applied-developmental, and based on data collection, it is a part of descriptive-analytical research that advances the research work in the sub-branches of survey and case study. The statistical population of the current research consists of 100 experts from Marand city. The research results show that the livability variable was the only variable that was able to directly affect CDS. Of course, because this variable entered the equation immediately after the CDS variable and was considered as an intermediate (internal) dependent variable, it did not have an indirect effect on the CDS. The direct effect of the livability variable on CDS was equal to 0.828, which shows that for one unit change in the livability variable, the CDS will change by 0.828 units. According to the results of the regression analysis of the governance variable, being a bank has affected the CDS variable both directly and indirectly. The direct and indirect effects for the variable of governance and bankability and competitiveness are equal to 0.047, 0.022 and 0.208, respectively.
